| The cultivated land transfer was an effective way to promote intensive and largescale management of cultivated land and realize agriculture modernization.At present,the cultivated land transfer has been gradually popularized in Hunan province,and the existing issues have also been exposed gradually.It is the premise to optimize the cultivated land transfer in Hunan province and even the central region to reasonably compare the transfer performance of cultivated land in different transfer models and regions.According to the macro-microcosmic basis of selecting typical counties,this paper selected three heterogeneous typical counties(county-level city)and obtained research data on the basis of on-the-spot investigation and research.Through the designed of main cultivated land transfer model performance evaluation index system and typical counties cultivated land transfer performance evaluation index system,comprehensively used of analytic hierarchy process,entropy method,TOPSIS method,fuzzy comprehensive evaluation method,etc.,this paper compared the economic,social,environmental and comprehensive performance of cultivated land transfer between different transfer models and different typical counties.Based on the results of the study,this paper put forward some relevant suggestions and promotion paths.The main achievements were as follows.(1)Under the two conditions of use,the economic,social,environmental and comprehensive performance of land-market leding model were the highest among three models,and the economic and social performance of farmer’s direct transfer model were the lowest among three models,while the environmental performance of village committee dominant model was the lowest among three models.The economic and social performance of three models in developing dominant characteristic industries were generally higher than that of planting crops,but the environmental performance was opposite.The comprehensive performance of village committee dominant model and land-market leding model was higher than that of planting crops when developing dominant characteristic industries,while the farmer’s direct transfer model showed the opposite.(2)The economic and social performance of cultivated land transfer in Liuyang city and Xiangtan county were good,the social and environmental performance of cultivated land transfer in Hanshou county was good,the cultivated land transfer in this three city(county)showed good comprehensive performance.The environmental performance of cultivated land transfer in Leiyang city is good,but because the economic and social performance is not high,the comprehensive performance of cultivated land transfer was general.The economic,social and environmental performance of cultivated land transfer in Longshan county was relatively low,therefore,the comprehensive performance of cultivated land transfer was poor.The comprehensive scores of cultivated land transfer performance in Liuyang city,Xiangtan county,Hanshou county,Leiyang city and Longshan county were successively decreasing,and the comprehensive performance basically showed the gradually reduced spatial differentiation characteristic from Changsha-Zhuzhou-Xiangtan Urban Agglomeration to Dongting Lake Ecological Economic Zone,Xiangnan hills and mountains region,and Xiangxi region.(3)In view of the research results,this paper designs a typical county farmland transfer performance improvement path,including: Firstly,accelerate the process of promoting the urbanization of agricultural transfer population,expand the effective supply of cultivated land transfer;Secondly,to establish and perfect the service system of cultivated land transfer to provide high quality service for cultivated land transfer;Thirdly,to establish and perfect the market system of cultivated land transfer to guide the efficient transfer of cultivated land;Forthly,to improve the conditions of cultivated land transfer and to promote the centralized transfer of cultivated land;Fivethly,protect the quality of cultivated land and ensure the safe circulation of cultivated land. |
