The Overall Evaluation Of The Forest Management Plan At The Forestry Bureau Level(Orqohan Forestry Bureau Example)

Forest management plan is a legal document for scientific and reasonable planning,utilization of forest resources,efficient and scientific management of forest,and also an important basis for the competent forestry authorities to manage,inspect and supervise forest management activities.It is of great significance to carry out the evaluation of forest management plan to promote sustainable forest management.However,at present,there is a lack of evaluation research on the implementation effect of forest management plan at the level of Forestry Bureau.Orqohan Forestry Bureau is a national pilot unit of forest sustainable management and a demonstration site of natural forest protection project.Therefore,this paper takes Orqohan Forestry Bureau as a case study,the preparation of forest management plan(2006)was evaluated by comparing the two phases of forest management plan,establishes an evaluation index system for the implementation effect of forest management plan at the level of Forestry Bureau,and evaluates the implementation effect of forest management plan(2006)of Orqohan Forestry Bureau by using multi-criteria decision analysis method.The main results and conclusions are as follows:(1)Comparing of two forest management plan of Orqohan Forestry Bureau,it is found that the content of forest management plan in 2017 is more abundant and perfect,almost covering the content required in the "Outline",covering non-wood resource management and recreation planning,forest health and biodiversity protection,and forest management foundation Facilities and maintenance,management capacity building and forest management ecological and social impact assessment,these contents were not reflected in the forest management plan of 2006.(2)A complete evaluation index system for the implementation effect of forest management plan at the level of Forestry Bureau has been established,including the evaluation of management measures and management effect of forest management plan.There are 9 standards and 31 indexes in total.Among them,the evaluation of management measures of forest management plan includes three standards: forest cutting,reforestation and forest tending.The evaluation of management effect consists of six standards: dynamic change of forest resources,forest structure,natural disasters,ecological benefits,economic benefits and social benefits.(3)Through the calculation and analysis of each index in the implementation effect evaluation index system,it shows that in the last management period,except for the growth tending indicators,the completion of other indicators is not ideal;the quantity and quality of forest resources have been significantly improved,as follows: the average annual net increase rates of forest area and forest volume are 0.33% and 3.56%,respectively,the annual net increase rates of forest coverage and forest greening rates are 0.46% and 0.37%,respectively,the growth rate of volume per unit area of forest land is 33.19%,etc.;in the forest structure,the area and accumulation of middle-aged forest are significantly higher than those of other age groups;forest fire are more serious than other natural disasters;ecological benefits,economic benefits and social benefits have all been improved.(4)The multi-criteria decision analysis method is used to evaluate the forest management plan implementation effect of Orqohan Forestry Bureau.The evaluation result shows that the overall score of the forest management plan implementation effect is 4.2,indicating that the forest management plan implementation effect is close to the medium level,and needs further improve.Based on the evaluation results of the forest management plan of Orqohan Forestry Bureau,this study puts forward some suggestions for the adjustment of the forest management plan,which can provide guidance for the revision of the forest management plan;the multi-criteria decision analysis method can be applied to the implementation of the forest management plan Effect evaluation,the evaluation process is simple and easy to understand,easy to operate.
