Establishment Of County-level Evaluation Of Its Operating Program Of Sustainable Forest Management

With the rise of the poplar industry in SiYang, the unitary structure of tree species andunderdeveloped forest management techniques has brought serious challenges to achieve thelocal sustainable forest management. In order to solve this problem, improve the local forestresources sustainable management level. This article uses Multi-criteria decision analysis(MCDA) and the technology of Participatory rural rapid assessment, set criterias and indicatorsfor local sustainable forest management, assessment the situation on the ground, and brings up anappropriate solving scheme according to the evaluation results.The results show that forest resources sustainable management in SiYang is under a state ofweakly, the specific performance:(1) the sustainability of every index on ecological aspects is inpretty poor condition;(2) the economic benefits of forestry management is inferior;(3) theconcept of sustainable forest management that is fairly new to the local people, they lack relatedawareness and effective methods.Based on this situation, this paper combining with the opinion of experts, put forward a setof solutions, establish commissioning sustainable forest management plan in SiYang. The contentof the sustainable forest management plan are as follows:(1) Forest management conditions andgoals. The management of forest should be sustainable and multi-objective not onlyeconomically feasible but also good for environment and social. So forest management planfocuses on the target at the basis of existing condition analysis;(2) Multi-objective forestmanagement plan content system. Forest management system plays an important role in drawingout the management plan. Management plan in this article made the multi-objective forestmanagement plan content system, which laid a solid foundation for the width and depth ofestablish sustainable forest management plan, including division of management, forestcultivation and cutting, forest recreation and impact evaluation of management.The sustainable development of forest has the important practical significance to the localsustainable forest management. This research method implies the method of multi-criteriadecision analysis to structure regional forest resource sustainable management evaluation systemto evaluate the standards and indexes. When it was used to evaluate the local managementsituation, it can improve the local forest management. This research method is easily tounderstand, indicating the problems and improvements of regional forest management intuitively.It is required to establish the proper forest sustainable management according to the forestmanagement in SiYang, which is more urgent for sustainable management. Also, this researchmethod can provide a reference for forest sustainable management for other regions.
