Research On Forest Land Circulation Preferences Of Various Management Subjects Of Collective Forest Under The "Three Rights Separation" Mechanism

In 2008,China carried out a comprehensive reform of the collective forest tenure system,divided forests into households,and determined the main status of farmers in collective forest tenure management,but it also caused the fragmentation of some forest lands and restricted the scale of our collective forests to a certain extent Process of development.The introduction of the forest tenure transfer mechanism solves the problem of the uneconomic development of individual farmers 'forest land management scale.At the same time,under the influence of the market,the business entities that transfer in and out of the forest land can maximize their benefits and gradually optimize the allocation of forest resources To improve the productivity of forestry.This paper studies the preference of forest tenure transfer for farmers and new forest management entities,and puts forward suggestions to improve the collective forest and forest land transfer based on the conclusions of the study,which has certain significance for further enriching the current research on forest tenure transfer in China.This research was based on the theories of property rights,economies of scale,resource allocation,low land rents and other theories,and draws on previous research results.For some counties and cities in Sanming,Fujian Province,the emerging selection experiment method and field investigation are used.Various research methods such as law and case analysis method are used to analyze the preference of farmers and the new forest management subject for forest land transfer,from the basic characteristics of individuals,family conditions,forest land characteristics,social security and forest tenure policy systems,and the status of transferred forest land.It explores the forest tenure transfer preference of different forest management entities and its influencing factors.Using questionnaire surveys and interviews,we visited 20 administrative villages in 10 townships and streets in 4 key forestry counties and cities in Sanming City,Fujian Province.A total of 305 valid questionnaires were collected.Empirical analysis and case analysis of the collected sample data show that the age of farmers has a significant negative impact on farmers 'willingness to transfer forest land,and the area of family forest land has a significant impact on the transfer and transfer of farmers' forest land,but the opposite direction The degree of urban-rural social security co-ordination and whether the forest land can be used to apply for forest tenure mortgage loans and shareholding forestry economic organizations in the forest land “three powers separation” have a significant positive impact on farmers 'willingness to transfer out of forest land.It has a significant positive impact on farmers' willingness to transfer out of forest land,and according to the degree of preference,it is concluded that the preference of farmers for forest land transfer is the degree of urban and rural social security coordination;family forest farms,forestry professional cooperatives and leading forestry enterprises are found in terms of new forest management There are certain differences in the preference for forest land transfer.The forest land transfer objects preferred by the three are village collectives,and the family forest farms and leading forestry enterprises have the same preference for forest land transfer period and forest land transfer type.Therefore,it is proposed to improve the followup security policy of the "three powers separation" of forest land,strengthen the survival skills and knowledge training of the rural labor force,improve the rural social security system,build a forest rights trading information platform,and establish a linkage mechanism between farmers and new forest management entities Suggest.
