After the new collective forest tenure reform,the ownership,contractual rights and management rights of collective forest land are separated,farmers' families can freely transfer the management rights of woodland.In order to realize the scale benefits of forestry operations and improve the average operating efficiency of family forestry,the government encourages and supports the transfer of forest land management rights.Due to the long period of forestry management,the period of transfer of forest land management rights is often longer.The management right of forest land continues to be concentrated in some large households,especially over-concentration.Although it promotes the large-scale and specialized management of forestry,it is not conducive to the social security function of forest land,widening the gap between the rich and the poor within the rural areas,and bringing new social equity issues.Therefore,analyzing the changes in the concentration of management rights of forest land in the village after forest reform,and exploring the factors affecting its changes,it has important theoretical significance and practical application value for further deepening the reform of collective forest rights system.In order to reveal the law of the change of the concentration of management rights of forest land in the village,and guide the management right of forest land to achieve moderate concentration in an orderly manner,the paper is guided by social structure theory,property rights theory and institutional change theory,and explores the connotation of the concentration of management rights in the village forest land.to establish a method for measuring the concentration of forest land management rights in villages.Taking the administrative village as the research object,the factors affecting the change are analyzed from the three dimensions of policy factors,economic development level and village resource endowment.The empirical research is based on the actual survey data of 138 villages in 39 townships in Fujian Province.The results show that the concentration of management rights of forest land in Fujian Province is generally improved,the circulation of management right to large households is obvious.The forestry policy and villagers'quality are the key factors affecting the concentration change of forestry land management rights in the village,the impact of economic development level and natural resource endowment is not significant.The forest right confirmation authority issued the household registration rate,the difficulty of applying for the forest tenure mortgage loan,and the forest reform model has a significant positive impact on improving the concentration of management rights in the village forest land.The average level of education of the villagers and the proportion of party members to the total number of villagers have a significant negative impact on improving the concentration of forest land management rights in the village;A fair and open policy environment and effective government regulation are important for the orderly circulation and moderate concentration of village land management rights.Therefore,further improve the rate of confirming the right to the household,standardize the transfer of forest land,choosing a forest reform model according to local conditions,improving the forest tenure mortgage loan system,strengthening rural grassroots party building,strengthening forestry education training and forestry policy information publicity,and strengthening government supervision are conducive to promoting the orderly and moderate concentration of farmland forest land management rights.
