Speeding up land circulation and scale management is considered to be the basis and prerequisite of agricultural modernization.It has always been the key to solve the Three Rural Problems to achieve farmland management in proper scale and increase the income level of farmers and herdsmen.In Inner Mongolia,with the continuous development of the grassland circulation market,as well as the continuous improvement of policies such as “Forage and Animal Balance” and “Grassland Supplementary Award Policy”,spontaneous grassland circulation behavior among herdsmen is increasing.Under such a policy background,it is urgent to explore and study whether the grassland circulation has truly achieved moderate scale management,which not only protects the ecological environment,but also promotes the improvement of economic efficiency and the growth of social welfare.Taking Abaga Banner,Sonid Zuoqi,and Xilinhaote City in Xilingol League,Inner Mongolia as examples,this paper conducted face-to-face interviews with more than 200 herding households in random sampling from 2017 to 2018.The Logit model was used to regression analyze the influencing factors of grassland transfer behavior.It was found that the contracted area of grassland had a significantly negative impact on grassland transfer behavior,and the education level of household head,the number of household population,the age of household head and grassland transfer behavior were all significantly positive.This paper further analyzes the ecological and economic effects of grassland circulation behavior with a panel regression model under random effects and a combination of propensity score matching method,and divides pastoral households according to the household contracted area of each county into small-scale pastoral households,medium-scale pastoral households and large-scale pastoral households.Three types of pastoral households were compared to analyze the differences between the ecological and economic effects with the change of the scale of grassland circulation.The research results show that: in terms of the ecological and economic effects of grassland circulation behavior,participating grassland circulation can significantly reduce the stocking density,increase the animal husbandry net income and per capita animal husbandry net income,resulting in positive ecological and economic effects.It is worth noting here that in terms of the ecological and economic effects of the scale of grassland circulation,there are obvious differences between different types of herdsmen.Among them,the small-scale pastoral households,while expanding the grassland circulation area,not only cannot significantly reduce the stocking density,but also bring a significant negative economic effect,which makes the net income of animal husbandry and per capita net income of animal husbandry significantly reduce.The large-scale pastoral households can produce positive ecological and economic effects by changing the scale of grassland circulation.Therefore,the grassland circulation among herdsmen has not yet fully achieved a moderate scale of management on the scale of circulation,especially for small-scale pastoral households with small household contract areas,their initial grassland resource endowment restricts the ecological and economic effects,so it is necessary to improve the circulation policy to provide special support.According to the above research results,this paper puts forward three policy suggestions.Firstly,increase the degree of marketization of grassland circulation and improve the efficiency of optimizing the allocation of grassland resources;Secondly,fully mobilize the herdsmen's enthusiasm for grassland management and institutionalization of grassland circulation ecological protection;Thirdly,the economic pressure brought by grassland circulation to small herdsmen can be further alleviated by grassland circulation subsidy or combined with grassland supplementary award policy.
