Since the 18 th National Congress of the Communist Party of China,the Central Committee and the State Council have placed the construction of ecological civilization in a very prominent position.As a part of the construction of ecological civilization,soil and water conservation has become increasingly important.Gansu’s unique geographical location and climate characteristics are more responsible for reducing the sediment entering the river and giving full play to the water conservation function of soil and water conservation.Gansu has a wide range of poverty and a deep degree of poverty.Relying on Soil and water conservation to develop characteristic planting,breeding and other industries,it has a greater potential to boost rural revitalization.However,soil and water loss is very serious in Gansu Province.As an important carrier of soil and water loss control,the performance level of soil and water conservation project is of great significance for soil and water conservation in Gansu Province.At present,the performance evaluation of soil and water conservation projects in Gansu Province mainly includes acceptance and performance evaluation,but there are many problems in both forms.The main reason for the shortcomings is that there is no effective,scientific,comprehensive and reasonable performance evaluation index system to improve the project performance and complete the process and result supervision.Therefore,it is necessary to reconstruct the evaluation index system from a new theoretical perspective.In this paper,the balanced scorecard is selected as a tool to make up for the shortcomings of the current performance evaluation of water and soil conservation projects in Gansu Province.According to the characteristics of water and soil conservation projects in Gansu Province,the balanced scorecard is rebuilt.Based on the description and analysis of the current situation of the performance evaluation of water and soil conservation projects in Gansu Province,the problems existing in the performance evaluation of water and soil conservation projects in Gansu Province are revealed,so as to excavate these problems The deep reason of the deficiency.Starting from the four dimensions of public,fund management,project management and organizational growth,according to the life cycle of water and soil conservation project construction in Gansu Province,each dimension is divided into three parts: preliminary work,implementation management and completion acceptance to build the performance evaluation index system of water and soil conservation project in Gansu Province.Delphi method is used to complete the subjective selection of indicators,and principal component analysis method is used to complete the indicators Objective screening,using analytic hierarchy process to complete the determination of index weight.At last,the paper selects the protection project of hejiapan tableland in Heshui County,Gansu Province,which is a comprehensive agricultural development project of the Ministry of water resources in 2017,uses the fuzzy comprehensive evaluation method to verify the index system,and puts forward suggestions for improvement of the evaluation results.The conclusion of this study is to build a set of performance evaluation index system of soil and water conservation project in Gansu Province by using the management tool of Balanced Scorecard and the method of scientific index selection and weight determination,so as to realize the scientific evaluation of the performance of soil and water conservation project in Gansu Province,which is helpful to continuously improve the quality and benefit of soil and water conservation project in Gansu Province.The innovation of this study lies in the introduction of the balanced scorecard,a performance management tool,to make up for the imbalance between the indicators of the existing performance evaluation index system of water and soil conservation projects in Gansu Province.Using the four dimensions of the balanced scorecard,the performance evaluation index system of water and soil conservation projects in Gansu Province is constructed.Delphi method and principal component analysis method are used to screen indicators,and AHP is used to score The analysis method determines the weight of each index,constructs a set of reasonable performance evaluation index system of soil and water conservation projects in Gansu Province,and provides a new perspective for the performance evaluation of such public service projects.
