Research On The Capitalization Path Of National Forest Resources

In recent years,the sustainable development of ecology has gradually become the theme of the times,and the sustainable development of ecology is bound to be inseparable from the sustainable development of forest resources.Realizing the sustainable development of state-owned forest resources is also the key driving force for the construction of ecological civilization and responding to the theme spirit of the Nineteenth National Congress,and is also an important measure to improve the ecological environment of our country.However,the current situation of capitalization of forest resources in China is not optimistic.The existing capitalization methods are limited to exploring the economic value of forest resources,but neglect its potential ecological and social values.Therefore,this paper explores a new way to realize the capitalization of forest resources with economic,ecological and social values.This paper adopts the research methods of literature research,quantitative and qualitative combination and case analysis.Based on the literature research method,this paper summarizes the relevant research on state-owned forest rights and forest resources capitalization by domestic and foreign scholars in detail.According to the research,the research on forest resources at home and abroad is only limited to its economic value,not fully considering the ecological value and social value it can bring.In addition,this paper takes Jilin Forest Industry Group,the most representative forest industry enterprise,as the object of study by using case analysis method,and makes a thorough analysis of its current situation of resources and capitalization.It is found that several ways of realizing forest resources capitalization(asset restructuring,contracting,stock-taking)are realized through the sale of wood and wood-processed derivatives.Its economic value has not fully utilized the social value and ecological value of forest resources.This paper uses the method of combining quantitative and qualitative analysis to analyze the business income composition of Jilin Forest Industry Group,and then puts forward the necessity of implementing new capitalization mode under the change of national prohibition policy.Based on the characteristics of green financing mode-green bond,a new type of green bond-forest bond is designed,which is suitable for the growth characteristics of forest trees,in order to realize forest.The economic,ecological and social benefits of resources.On the basis of the above,the paper analyses the current economic situation,industrial structure and forestry development of the three northeastern provinces through quantitative and qualitative research methods,and puts forward that new forest bonds should be put into the market of the three northeastern provinces in order to accelerate the pace of heavy industry transformation in the three northeastern provinces and revitalize the economy of the whole northeast region.The conclusions of this paper can be used as a good reference for the formulation of ecological resources protection policy and the promotion of the social,economic and ecological value of forestry resources.
