Study On The Problems And Countermeasures Of Emergency Management System Of Major Animal Epidemic In Mianyang City

Major animal epidemic not only causes economic loss to the production of breeding industry,but also may cause diseases of both human and animal,which can be transmitted to people through infected animals or animal products,affecting human health,posing certain public health and safety risks,and even affecting social stability.As people pay more and more attention to food safety,high-quality and safe meat is playing an increasingly important role in modern life.Therefore,major animal epidemic has become a public health event which all levels of government attach great importance to,and has become a hot spot of social concern.In recent years,the emergency management system of Mianyang City for major animal epidemic has been gradually established,and various relevant systems have been constantly improved.Especially through dealing with the African swine fever epidemic,Mianyang City has gradually improved the management system and operation mechanism of effective response to the occurrence of major animal epidemic,and the situation of paying equal attention to the prevention and emergency treatment of animal epidemic is gradually taking shape,which has laid a strong foundation for comprehensively and effectively preventing and controlling the occurrence of major animal epidemic and ensuring the healthy and stable development of animal husbandry production.However,the occurrence and spread of African swine fever in China make us clearly realize that the current emergency management status of major animal epidemic in Mianyang City is not optimistic,and there are still many problems in the emergency management system that need to be further solved.The emergency management system for major animal epidemics includes emergency plan,emergency management system,emergency management legal system and emergency management mechanism.Based on the emergency management theory,through literature research,interview survey,comparative analysis and other research methods,this paper focuses on the theory and practice of emergency management system construction of major animal epidemic in Mianyang City,and through in-depth analysis of the existing problems and causes of the emergency management system of major animal epidemic in Mianyang City,it is found that the following problems exist in the emergency management system of major animal epidemic in Mianyang City: First,the emergency management system is not sound,including the lack of authoritative and unified regular emergency management command authority and the weak foundation of animal epidemic prevention at the basic level;Second,the operation of emergency plan is not strong;Third,the operation mechanism of emergency management is not smooth,which is mainly reflected in the failure of the monitoring and early warning mechanism to play a positive role;the inability of emergency resource reserves to meet the needs;the low standardization of innocuous treatment of livestock and poultry;the lack of stable long-term mechanism of emergency management funds.On the basis of drawing lessons from the experience of the construction of emergency management system of major animal epidemic at home and abroad,it puts forward the following countermeasures and suggestions: First,reforming the management system,including the establishment of a unified and authoritative command authority for emergency management,the establishment of a classified management system for veterinarians,the promotion of an official veterinary management system,and the strengthening of the construction of the animal epidemic prevention system at the basic level;Second,establishing an emergency plan system corresponding to the actual situation of Mianyang City;Third,innovating the operational mechanism for emergency management,which mainly includes the establishment of scientific and practical early-warning index system,the improvement of information collection and reporting system,the establishment of a long-term mechanism for the innocuous disposal of sick and dead livestock and poultry,a diversified mechanism for emergency supplies reserve,and a fund guarantee mechanism for animal epidemic prevention.
