Study On Emergency Management Of Major Animal Epidemics

Animal husbandry is mainly a kind of production and operation department that uses the form of grazing,confinement or combination of two kinds to keep various kinds of livestock and poultry in order to obtain the products made by other animals,or is a kind of working animal,together with the planting industry,it has become the two pillars of modern agricultural management in China.In recent years,with a series of strategic and major adjustments to the agricultural structure in Shanxi Province and the further implementation of the plan for the modernization of agriculture with Chinese characteristics,animal husbandry has also been able to develop continuously and healthily for a long time,production capacity has been continuously improved,in agriculture,the status of the township economy has been further promoted.As an important pillar industry to promote the employment and increase the income of farmers,the healthy development of animal husbandry has a direct bearing on whether the entire national economy can be steadily increased.Since the 21 st century,animal diseases have occurred frequently,and even outbreaks may occur in some areas.The outbreak of African swine fever in 2018 in the whole range of our province has caused serious damage to the breeding industry of our province,and a large number of live pigs have been forced to be killed and culled,there has been a sharp drop in the number of pigs being sold and stored,leading to a series of social problems such as the rapid rise in the price of meat-based food.As a large agricultural county,African swine fever has seriously affected the healthy development of the breeding industry,and has further become a constraint to the economic development of Shanxi Province.Major animal epidemics will not only bring economic losses to the breeding industry to a certain extent,some zoonosis such as Brucellosis and foot-and-mouth disease will infect human beings through the infected animals or their animal products,thus causing certain harm to human beings,further affects the social stability,belongs to the Public Health Security category.Based on the theory of “one case,three systems”,the theory of risk prevention and control and the theory of crisis life cycle,this paper mainly adopts the methods of literature analysis,field investigation and case analysis,etc,through analyzing the emergency measures taken by the Animal Epidemic Emergency Management Headquarters in Z county of Shanxi Province to deal with the sudden outbreak of swine fever in Africa,this paper discusses the problems and deficiencies in the emergency management,on this basis,the paper puts forward some policy suggestions to improve the level of emergency management of important animals.The full text research content mainly includes four parts,the first part introduces the core concept and the theoretical foundation of this article,the second part is the African swine fever epidemic case present situation,this paper introduces the current situation of Animal Epidemic Prevention and control in this county and the system and responsibility of emergency management,and expounds the practices of the Animal Epidemic Emergency Management Headquarters in this county in the process of emergency management of African swine fever,this paper summarizes the emergency preparation before the outbreak,the emergency treatment after the outbreak and the stabilization treatment during the recovery phase of the epidemic.The third part is based on the measures taken in each stage of the previous chapter to analyze the problems existing in the emergency management and disposal of Z county animal epidemic emergency command: including the three parts of inadequate emergency preparation,loopholes in emergency disposal and incomplete emergency recovery,the causes of the problems are as follows: lack of emergency consciousness,shortage of emergency personnel and materials,obstacle of operation mechanism in emergency treatment and lack of support in emergency recovery.The fourth part is to put forward countermeasures and suggestions to improve the emergency management of animal epidemic situation,compared with the causes of loopholes in emergency management of epidemic situation and the shortcomings of existing policies.
