Study On Emergency Response Capacity Of Public Health Events Of Sudden Animal Epidemic In Longhui County

At present,there are many sudden animal epidemics in China,which endanger people’s lives in many aspects,including property loss,production impact and impact on people’s health.How to deal with sudden animal epidemics is an urgent problem to be solved in China.For longhui County,the county suffered heavy losses in the past sudden animal epidemic.How to deal with public health events of sudden animal diseases and how to improve its emergency response capacity are the top priorities of the county.Based on the crisis life cycle theory and relevant literature,combined with the actual situation of longhui County,the key factors selected by DEMATEL method are: whether the epidemic prevention work is standardized,the number of epidemic prevention personnel,the degree of aging,the number of township epidemic prevention stations,harmless treatment rate,emergency funds,the number of cold chain equipment,the number of transportation equipment,immune density,whether the monitoring and sampling work is standardized,the number of vaccines,the standard rate of farmers’ facilities Quarantine rate at the place of origin,subsidies for killing sick livestock,proportion of epidemic prevention personnel with college degree or above,and salary investment of epidemic prevention personnel.Further research on the 16 key factors found that the county performed well in the 13 key factors of daily epidemic prevention work procedures,the number of epidemic prevention personnel,the degree of aging,the number of township epidemic prevention stations,emergency funds,the number of cold chain equipment,the number of transportation equipment,immune density,the number of vaccines,the quarantine rate of production area,the harmless treatment rate,the proportion of epidemic prevention personnel with college degree or above,and the salary investment of epidemic prevention personnel.It reflects that longhui County has the basic ability to respond to public health events of sudden animal epidemics.However,in terms of the number of epidemic prevention personnel,although longhui County has formed a relatively stable team of animal epidemic prevention personnel,the personnel structure is unreasonable,resulting in weak emergency response ability.The compliance rate of farmers’ facilities,whether the monitoring and sampling work is standardized,and the culling subsidy for sick livestock are the three key factors that perform poorly.The reasons are as follows: first,the reform of government institutions leads to the weakness of animal epidemic prevention talents at the county level;Second,the awareness of animal epidemic prevention of breeding enterprises and farmers is insufficient;Third,the heads of some Township animal epidemic prevention stations do not pay enough attention to the sampling work;Fourth,the sampling work is lack of supervision;Fifth,the level of countylevel financial management needs to be improved.The countermeasures and suggestions to strengthen the public health emergency response capacity of sudden animal epidemic in Longhui County are given: first,bring the construction of epidemic prevention staff into the overall planning of animal epidemic prevention system construction;Second,enhance the awareness of animal epidemic prevention of farmers and encourage them to buy disinfection facilities;Third,establish a perfect sampling reward and punishment and supervision mechanism;Fourth,improve the level of financial management at the county level.
