Effect Analysis And Influencing Factors Of Forest Ecological Compensation Policy Based On Farmers

In order to coordinate the sustainable development of relevant regions,the gove rnment has continuously promoted implementation of the main functional zone plan,among which the key ecological functional zones are the key areas to solve ecologic al problems and maintain ecological security,and It is the core area to provide ecol ogical products to the outside world.However,the key ecological function zones are under great pressure to develop the economy and protect the ecology at the same t ime,so it is very important to find a balance between the two.For a long time,th e ecological compensation policy plays an important role in easing the conflict betw een the two.With the implement of compensation policy,problems that affect the st ability of policy and the permanence of effect are exposed.In this context,the resea rch center of this paper is the effect evaluation of ecological compensation policy.T he key ecological function area of Shaanxi province is taken as the research area,a nd the ecological compensation policy related to forest ecosystem with the widest co verage in this area is taken as the research object for analysis and evaluation.As is known to all,farmers are in a relatively weak position in the establishment and im plementation of policies.In order to maximize their own interests,they will have int erest friction with the subject of policy implementation.However,it should be realiz ed that farmers are the key factor affecting the effect of policy implementation,the stability and long-term of policy effect.In order to improve the main benefit of far mers in the forest ecological compensation policy,maximize the enthusiasm of farme rs to participate in the policy as a key element of the policy,and improve the bene fit of the ecological compensation policy,it is necessary to evaluate the benefit of t he policy by taking farmers as the evaluation subject.Based on the research and analysis of the forest ecological compensation policy in the key ecological functional area of Shaanxi province,this paper firstly reviews the social,economic and natural environment of the research area;Then the imple mentation status of the forest ecological compensation policy in this region and the effect achieved as well as the exposed problems are summarized;Then,factor analy sis method is used to calculate the surrounding ecological,economic,social and inte rnal effects of forest ecological compensation policies perceived by farmers,and the corresponding total score is obtained to reflect the final views of farmers on the im plementation effect of ecological compensation in this region;Finally,multiple regres sion model is used to analyze the factors influencing of policy effect from the persp ective of farmers,finally suggestions are put forward to improve the forest ecologica l compensation policy in key ecological function areas of Shaanxi province from the perspective of farmers.The results show that: first,the comprehensive score of forest ecological compensation policy is 65.698,which is relatively acceptable.Among them,the ecological effect of the policy was scored highest by the farmers :77.673,followed by the internal effect and economic effect.The social effect of the policy was scored lowest,only55.928.Secondly,the degree of literacy of rural households and the degree of skilled family labor shortage have a significant positive impact on the trust degree of village cadres and neighbors.Wildlife harm significantly negatively affects the policy effect.According to the farmers for forest ecological compensation policy of ecologica l,economic,social,and their effect as a result,as well as the factors that affect far mers of policy evaluation,put forward the following Suggestions: firstly,intensify t raining of farmers' cultural knowledge,to popularize knowledge of village culture,at the same time improve the farmers awareness of self and policy;Secondly the loc al policy executors should increase the publicity of policies and the consultation of f armers' opinions during the implementation of policies,so as to bring farmers' subje ctive awareness into the implementation and management of policies;Thirdly Pay att ention to boosting the follow-up development of ecological compensation policies an d strengthen rural characteristic industries;Fourthly encourage farmers to increase the frequency of tree management and protection,and establish a compensation standar d difference system based on acceptance inspection;Fifth,We will gradually establis h ways to compensate for market participation and ease the financial burden on the government;Sixth,actively control the frequency of wildlife damage and urge the i mplementation of compensation for subsequent losses.
