Ecological Public-welfare Forest Compensation Policies For Farmers And Forestry Production Performance Impact

Ecological public welfare forests play an important role in protecting human living environment and maintaining ecological balance.In order to strengthen and protect the construction of ecological public welfare forests and resolve the conflicts between the protection of ecological public welfare forests and the livelihoods of forest farmers in forest areas,the state has implemented a compensation policy for ecological public forests.This paper takes 753 forest farmers as the research object,and analyzes the status quo of ecological forests in Jiangxi Province,and studies the impact of the compensation policy of ecological forests on forestry production efficiency.The DEA-Tobit two-stage model is mainly used to explore the impact of the ecological public welfare forest compensation policy on forestry agriculture production efficiency.Firstly,DEA method is used to measure the forestry and forestry production efficiency.Then,using survey data to empirically analyze the impact of ecological public welfare forest compensation policy on the forestry and forestry production efficiency.Finally,the policy recommendations to improve the ecological public forest compensation policy are proposed.The main points of the paper are as follows:The empirical analysis shows that the comprehensive efficiency of the sample forest agroforestry is low,and the allocation and use of various resources are poor,and the optimal state of input and output is not achieved.The purely technical efficiency value is relatively high and has been relatively stable.The average value has reached 0.972,indicating that the optimal allocation of technical resources has been achieved.The forestry production scale efficiency of sample forest farmers is low,with an average value of 0.263,indicating that most forest farmers have a small area of forest land.If forest farmers increase the forest land management area,the scale of forest land management will promote the improvement of forestry production efficiency.According to the order of impact degree,the influencing factors of forestry and forestry production efficiency are as follows: household population(positive),ecological public forest compensation standard satisfaction(positive),ecological public forest compensation policy satisfaction(positive),Ecological public welfare forest area(negative direction),age of household head(forward direction),openness of forestry management fund(positive direction),unobstructed sales channel of forest products(positive direction),ecological public welfare forest compensation fund(forward direction),ecological public welfare forest Understanding of the compensation policy(positive),forestry training(forward).The satisfaction degree of gender,education,and ecological public welfare forest compensation has no significant effect on the efficiency of forestry production.It can be seen from the impact of the satisfaction of ecological public welfare forest compensation policy,the satisfaction of compensation standards and the timely issuance of compensation funds on the production efficiency of forestry and forestry that the ecological public welfare forest compensation policy has an important impact on the forestry production of forestry farmers.According to the theoretical analysis and empirical analysis results,the following countermeasures are proposed: First,improve the compensation policy for ecological forests and adopt multiple methods for compensation.Second,implement flexible ecological forest compensation standards.Third,various aspects have been taken to ensure the smooth flow of forestry and forestry management funds.Fourth,develop a variety of forestry business models and increase the income of forest farmers.Fifth,establish village-level agricultural product purchase points and expand the sales channels of forest products.
