Agriculture has been an important part of China's economy since ancient times and is the basis of people's livelihood.In recent years,China's economy has developed rapidly,agricultural output has reached record highs,and the competitiveness of agricultural products has increased year by year.However,the lower utilization rate of agricultural water also aggravates the severe water resources form with less per capita water resources in China.According to statistics,at present,China's agricultural water consumption has occupied the vast majority of domestic water.Farmland water conservancy,on the other hand,realizes the rational distribution and utilization of agricultural water by building and adding necessary water conservancy facilities and equipment,thus regulating agricultural production and further promoting agricultural production and income.Farmland water conservancy has become an indispensable link in the development of agricultural modernization.Under this background,this paper analyzes and evaluates the comprehensive benefits of small-scale irrigation and water conservancy projects in Changle County,and obtains some valuable conclusions,which have certain theoretical and practical significance for the future development of small-scale irrigation and water conservancy projects in China.In the study,taking the irrigation and water conservancy project in Changle County as the actual background,and based on consulting a large number of relevant documents,it is determined to use the analytic hierarchy process and fuzzy comprehensive evaluation method to analyze and evaluate the comprehensive benefits of the project.The small-scale irrigation and water conservancy projects in Changle County were refined into three secondary evaluation indexes of ecology,society and economy by AHP,and then the three secondary evaluation indexes were further refined into eleven tertiary evaluation indexes.Among them,the ecological benefits are subdivided into the green vegetation coverage rate and the increase rate of drought and flood protection area after the project is completed;The social benefits are refined into the satisfaction of management and protection after construction,the newly added irrigation area rate and the added value of irrigation water utilization coefficient;Finally,the social benefits of the project are reflected by the benefits of water saving,energy saving,land saving,labor saving,income increasing and static recovery period of the project.On this basis,the analytic hierarchy process structure model is established,and the weight value of each evaluation index to the upper index is calculated by the importance score of each item,so as to determine the proportion of each index in the comprehensive benefit of the project.Furthermore,the fuzzy comprehensive rating method is used to evaluate each classification index and analyze and evaluate the comprehensive benefits of small-scale irrigation and water conservancy projects in Changle County.The membership function method is used to evaluate the quantitative index of the project,and the expert scoring method is used to evaluate the qualitative index of the project.A reasonable and reliable analysis model is established,and intuitive and reasonable conclusions are obtained.Finally,the ecological benefit evaluation result of the small-scale irrigation and water conservancy project in Changle County is "average",the social benefit of the project belongs to "good" level,and the economic benefit of the project belongs to "good".And among the economic benefits,the labor-saving benefits and water-saving benefits are the best.The implementation of the project will greatly improve and help the local water resources and agricultural labor-saving,but there is still much room for improvement in the ecological and social aspects of the project.Furthermore,the comprehensive benefit of small-scale irrigation and water conservancy projects in Changle County was analyzed,and the maximum subordinate value was calculated to be 0.4887,which was in the "better" level,that is,the comprehensive benefit level of small-scale irrigation and water conservancy projects in Changle County was better.It shows that this project has strong vitality and practical value,and its implementation plays a certain role in realizing agricultural modernization and accelerating economic development in the project area.
