This is the construction of farmland water conservancy project and the post evaluation theory,to objectively evaluate a water conservancy construction project success.To find the problem in the process of evaluation,summarize the experience and lessons,the main research contents are as follows:The basic data firstly,Taian Xinhua farm water conservancy construction project collection and pretreatment.Study of the project file,project proposal,feasibility study report and planning data,using South surveying and mapping Cass7.0 software and ArcGIS10.1 operating platform for the implementation of limits of accurate positioning of the project of remote sensing image and nested polygon clipping,reducing the original project,describes the general situation of the project.Secondly,the study establishes the theoretical system of post project evaluation about irrigation and water conservancy construction in Taian Xinhua farm,according to the results of field survey,project completion and acceptance of project report and actual operating conditions,firom construction process;economic benefits,social and environmental impacts are analyzed and discussed,established theoretical system lays the basis for the follow-up comprehensive post project evaluation.Thirdly,based on the theory of post evaluation,this paper uses the Analytic Hierarchy Process(AHP)to determine the weights of each index in the post evaluation of the project.The whole evaluation process(A)is divided into four layers,respectively is the evaluation process(B1),(B2)to evaluate the economic and social impact assessment(B3),environmental impact assessment(B4),each layer is further divided into several factors(C1-Cn),in the same way,each factor level is further divided into several indicators(Di-Dn).Next,yaahp10.5 software is used to calculate and determine the weight of each index.Fouth,the Fuzzy comprehensive evaluation method is used to determine the membership degree of each evaluation index.Then according to index layer(D)-factor level(C)-criterion level(B)-evaluation results(A)of the hierarchical relationship,progressive evaluation,the final score of the project.Finally,according to the final score of the post project evaluation conclusion,the post process evaluation,economic post evaluation and social impact post evaluation are both good,and the environmental impact post evaluation is qualified.The total objective of this research(A)is 0.5815.The comprehensive evaluation result of the project is good.The expected construction goal of the project is basically realized,and the evaluation result is basically consistent with the actual construction and operation.
