Research Funding Management Of Aids Prevention And Control Innovation Project In Yunnan Province

Yunnan province is located in the southwest of China,adjacent to Burma,Vietnam,Laos and other countries,the history of flooding for a long period of drug,but also bear the problems with the development of modern society,such as prostitution and whoring promiscuity,make Yunnan province become one of the high epidemic areas of AIDS,poses a great challenge to the development of economy and the society in our province.So far,our province has carried out the four round of anti drug and AIDS prevention and control of the people’s war,has made remarkable achievements,at the same time,many conventional work and prevention strategies have also encountered difficulties and bottlenecks.In this paper,the study of the "AIDS prevention and innovation project in Yunnan Province," by the Yunnan provincial health and Family Planning Commission to prevent AIDS,every year by the provincial government allocated to the special funds for AIDS prevention and control work arrangements,the provincial health and family planning commission 1 million yuan project reporting,review and publicity,which is innovative and the representative of the project,through the implementation of the project,the exploration and application of AIDS prevention and control of new technologies and new methods,solve the hot spot,Yunnan Province AIDS prevention and control work in the bottleneck and the difficult problems,improve the innovation ability and the control effect of AIDS prevention in Yunnan province.But in the actual implementation of the project process,due to the implementation of institutions involved in a wide range,including the province at all levels of relevant administrative units,institutions and social organizations.Project reporting units to focus more on the project declaration and project title,however,for the audit of the meticulous work,almost no bother.In the use of funds,there is a phenomenon of change of use and irregular use,the supervision of the project also needs to be improved.The funds management of AIDS prevention and innovation project,is an important aspect of financial management of AIDS prevention and control,which directly affects the development of AIDS prevention and control in Yunnan province social science innovation,routine work quality and the cause of AIDS prevention and control.In this paper,in view of the problems existing in the budget management,the establishment of institutions,the quality of personnel,the supervision of funds,the internal communication and so on,this paper makes a detailed analysis of the problems existing in the fund management of AIDS prevention and innovation project.On the basis of domestic and foreign research funding management experience,aiming at the existing problems,from the optimization of project management,strengthen top-level design project leadership and perfect operation mechanism,the establishment of information system,improve the quality of personnel,the introduction of management manual,the establishment of evaluation system,improve the supervision system,to put forward countermeasures of management and improvement to the funds management of "AIDS prevention innovation project of Yunnan province".Taking this opportunity,we will improve the AIDS prevention project in Yunnan province innovation efficiency,and strive to our province unique aspects of the AIDS prevention and control of scientific research and social practice project,improve the input-output ratio,Yunnan province to fight for AIDS prevention and treatment funds management,the use of funds for prevention and control of diseases and even in our country,to provide some available reference.
