The Problems And Countermeasures Of Monitoring And Evaluation On HIV/AIDS Prevention And Control In Hebei Province

It is increasingly promoted and concerned that monitoring and evaluation(M&E) as an important tool of evaluation HIV/AIDS prevention and control results, has become the indispensable important part in the field of HIV/AIDS prevention and control all over the world. It is played an important role of the high quality work of M&E for optimal allocation the resources and promote the work of scientific and efficient development.This study aims to find out the problems of HIV/AIDS M&E in Hebei province, by drawing on the successful experiences, and then make recommendations to improve HIV/AIDS M&E construction of Hebei province, in order to advance HIV/AIDS science, orderly, high-quality conduct.This study mainly based on the 12 components from the “Organizing Framework for a Functional National HIV/AIDS Monitoring and Evaluation System”, by introducing the organization structure, human capacity, social environment, data management, budget and plan, evaluation and research six aspects to comprehensively describe the M&E work in Hebei province, find out four aspects shortage of organization structure, human capacity, budget and plan, data used. To enhance the situation, the thesis investigated the practices on M&E system of Thailand,Jamaica and refined experiences that can be studied by Hebei province. On the basis, the article offers policy suggestions of improving M&E work, surrounding establish a long-term working mechanism, strengthen the personnel ability construction, implement the special funds management, strengthen the data and information quality management and expand the effective use of the monitoring results.
