A Study On Policy Implementation Of The Directed Free Medical Students Policy

Beginning in 2009,deepening the reform of the national medical health systems has brought the great improvement of the basic supporting facilities in Chinese rural primary medical institutions.But the situation,”seeing a doctor is difficult and expensive in the countryside",has not been changed fundamentally.The causes to this unsatisfying situation are complex and multiple:the total number of medical workers in rural areas is very small,the medical team structure is unreasonable,and the expertise of many rural medical workers cannot meet the increasing requirements of qualified rural medical and health services.The shortage of qualified rural medical workers has become the "weak point",which seriously restricts the development of medical and health undertakings in Chinese rural areas.Rural areas generally suffer from lacking qualified medical workers,because "they are not willing to work and have no long-term intention to stay in the villages,and have few chances to make full use of their skills".Training a great number of medical workers who are willing to work and stay in the countryside and can work well there is the key to resolve this problem effectively.It will improve the situation of medical and health services in rural areas.To achieve this goal,our state has adopted a policy of rural order oriented free medical students.The way to implement this policy is the principal factor to decide the policy outcome.As a case study,it focuses on the policy implementation by Kunming Medical University.The principal data come from the survey of the University graduates of the year 2015?2017 through questionnaires and individual interviews.Through the description of the policy data and the analysis on the data from questionnaires as well as interviews,an effort is made to understand the current circumstance of the policy implementation.Meanwhile an analysis of the problems and their causes in the policy implementation process is conducted.On this basis,a comprehensive set of policy proposals is put forward to solve the problems in policy implementation process.
