Study On Implementation AIDS Prevention And Control Policy In Yunnan Province

AIDS is a public policy issue.Yunnan Province is one of the most serious provinces in the country.To achieve the goal of AIDS prevention and control,policy implementation is a weak link in the policy process.Under China’s administrative management system,the central,provincial,and municipal governments at all levels play a role in policy formulation.The implementation of specific policies depends on the county-level government.The same is true of the AIDS prevention and control policy.However,policies cannot be carried out in a “vacuum environment”.In different policy areas,different actors will be involved to form a complex policy network.In the area of AIDS prevention and control in the counties of Yunnan,multiple actors have already begun to become active.Empirical investigations have shown that these entities rely on each other and exchange resources with each other to form a network,affecting the implementation of policies.The government must cooperate and interact with other entities in this area.To achieve public management functions.The theory of Western policy networks emerged in the 1970 s.The difference compared to other research approaches and theories lies in the fact that the actor who embodies policy implementation and its interaction structure.Therefore,the study attempts to use the policy network theory to analyze the implementation of the countylevel AIDS prevention policy in Yunnan Province and discuss the relationships among the various actors at the county and district levels in the implementation of policies,such as negotiation,alliances,cooperation,and games.The study used questionnaires and social network analysis to analyze the AIDS actors and their structures in the counties,and compared the different types of anti-AI policy implementation structures.Judging from the analysis of policy enforcement actors,county-level AIDS prevention and control policy actors are heterogeneous and diverse,and government departments are mostly at the core of policy implementation,but they have not played a corresponding leadership role.Judging from the structural analysis of the implementation of the policy,the division of labor and responsibilities for the implementation of the AIDS prevention policy in the counties is still not perfect.Judging from the comparison of single(double),multiple,and non-centralized policies,there is a big difference in the implementation of AIDS prevention and control policies in all counties,but different types of networks have facilitated the diversification of policy tools in the implementation process,while closing the form.Multi-center is more conducive to the implementation of policies.Based on this,the study considers that implementation of the AIDS prevention policy in the counties should cultivate public spirit,correct actor bias,coordinate implementation of resources,promote multiple participation,and pay attention to the proactive management of the AIDS prevention policy network.
