Study On The Implementation Of Public Health Epidemic Prevention And Control Management Policy In C County Of Sichuan Province Under The Background Of COVID-19

With the rapid development of the economy,the frequency of public health events is also increasing.From SARS in 2003 to COVID-19 in 2019,public health emergencies have a profound impact on the country’s politics,economy,international relations,public health and other aspects.Scientific prevention and control of public health emergencies and effective implementation of public health policies for epidemic prevention and control are major events that benefit the country and the people.At present,we have achieved a phased victory in the fight against the COVID-19,and all walks of life have entered the stage of resumption of work and production.However,the COVID-19 has not disappeared,but has entered the normalization stage.It is still an important thing to summarize the experience of early epidemic prevention,learn the lessons of early epidemic prevention,and continue to implement the current epidemic prevention and control policies.Through the methods of literature,questionnaire,on-the-spot interview and descriptive statistics,based on Smith’s policy implementation theoretical model,and taking the policy implementation of C County in Sichuan Province in the prevention and control of the COVID-19 as the starting point,this paper finds that the problems existing in the policy implementation of C County mainly include:first,the management policy is irrational and imperfect,and the policy effectiveness is low;second,the implementation agency is set up in an urgent time,and its responsibilities are unclear Chaotic management and shortage of professionals.Third,the subjective initiative of the policy implementation of the target group is poor,and the support for the policy implementation is not high.Fourth,the supporting policy environment such as poor economic environment,aging population and poor health quality of residents is poor.The reasons for this problem are:there are loopholes and defects in the rationality and stability of policy-making;The policy implementing agencies lack prevention and control experience,the departments are unclear,the establishment of the CDC is unreasonable,and the quality of health talents is low;County C has backward economic development,inconvenient transportation and low population quality.Finally,aiming at the above problems,this paper puts forward suggestions to further improve the implementation effect of epidemic prevention and control policies in C County from four aspects,mainly including:first,formulate scientific and reasonable policies according to local conditions from the reality and the needs of the people,and improve supporting policies such as public supervision.Second,establish a normalized public health emergency organization,scientifically set up the establishment of the CDC,and improve the quality of health professionals through training.Third,through health education and publicity,improve the health literacy level of all the target groups,improve the cognition and understanding of the implementation of policies,and enhance the enthusiasm of the target groups in the implementation of policies.Fourth,through the exchange and interaction between the government and the public media,create a good public opinion environment for the implementation of the policy,vigorously develop the economy and improve the economic level of county C,so as to create a good economic environment for the implementation of the epidemic prevention and control policy...
