Ritual And Governance:A Study Of The Dilemma Of Implementing Pandemic Prevention Policy In S Town Of Henan Province

In 2020,the COVID-19 pandemic became a public health event that jeopardized global security.Based on the need to protect people’s lives,the state has formulated a prevention and control policy prohibiting gatherings,aiming to reduce the spread of the epidemic by isolating the source of infection.In order to reduce the population flow in the county and further promote the full coverage of the epidemic prevention policy,T county enacted a ban on weddings,funerals and all gathering activities.However,during the investigation,the author found that the wedding ceremony in the village society is not allowed,and therefore there are many gathering activities.Under such a strong epidemic prevention and control policy,the safety of individual lives is highly concerned.Why do people still participate in the wedding ceremony,thus limiting the effect of the epidemic prevention policy? As a public policy,what is the internal mechanism of policy failure?In this paper,the marriage custom ceremony in S Town of Henan Province under the background of epidemic prevention is studied,and the methods of in-depth interview,literature research,case study and field investigation are adopted.This paper analyzes the conflict between the implementation of prevention and control policies in towns and villages and the needs of rituals,and explores the internal mechanism of the effectiveness of local rituals in resolving public policies.The case is divided into three parts: First,it clarifies the policy background.Policies have been made to protect people’s lives,but the prolonged duration of the epidemic has led to prolonged high-pressure policy operation.Secondly,it discusses the implementation status of public policy.The masses gradually lose their rationality and resist the policy by defering the policy and delaying the ceremony time.Finally,the policy results and their causes are analyzed.Due to the resistance between the policy of regular prevention and control and the long-term unmet needs of the masses,the policy is stranded at the township level.In summary,this paper summarizes the cause of policy failure as "ritual energy limitation"."Ritual" refers to the general term for the customs of marriage,funeral,marriage and so on that are needed by the masses in social life,while "energy restriction" refers to the restriction of the force of policies."Ritual limitation" means that the policy is trapped in the execution predicament due to the relationship connection,time order and space order of ceremony itself.In order to solve the problems caused by ritual limitation,the party style and government style should lead the rural new style in the grass-roots governance,and play the role of vanguard and model.Enhance the capacity of society to deal with emergencies based on households;To change customs and customs to improve the traditional bad habits,service governance efficiency,improve the effect of social governance.
