Research On The Rural Health Assist Poverty Project In Huyi District Of Xi’an City

Since the implementation of Health Assist Poverty Project in 2002,China has made great progress in the healthcare field,people’s health condition is continuous improving.With the current context of taking targeted measures in poverty alleviation,Health Assist Poverty Project is the key to win the war over poverty,also an effective way to improve personal health capital of the population in poverty,making sure they wouldn’t return to poverty because of illness or diseases.This article selected the poor population in the town of Shijing Town,Yihu District,Xi’an as study object.Analyzed measurements include the poverty population rate of Shijing Town,disease prevalence rate,hospitalization rate and payment amount per hospitalized patient.The interval estimates of these rates and average amounts were used to infer the poverty condition of the whole Huyi District and indicate existing problems,then to suggest corresponding advice on action.In this article,we used survey and interview on the random selected sample from Huyi District,to know how well they understand the Health Assist Poverty Project and how well the current grass-root health service units serve at the grass-root level.This study found out that health issue is a common concern of the whole society.At this stage,the labor force in rural areas is generally older and the number of patients with chronic diseases is increasing.The new rural cooperative medical system has almost full coverage.However,rural residents often go out to work during the young adult period and do not pay attention to their own health management,overdraft their body very early.The older they are,the higher the incidence rate of chronic diseases such as diabetes and high blood pressure occur,thus earlier savings are also mostly used to cover the costs of buying medicines.Moreover,the sudden arrival of cerebral hemorrhage and cerebralinfarction directly drags a family from relatively comfortable life to poverty.Therefore,basic medical service construction,health education and health promotion activities can be very supportive to the current rural Health Assist Poverty Project work.The establishment of primary medical service institutions requires the joint efforts of village clinics and rural doctors.Government need to customize health education and health based on specific targets to achieve higher results.Therefore,this paper puts forward some suggestions based on the research results:1.Financial investment and protection.We should set up a special fund Health Assist Poverty Project and get more of the whole society to participate in it.2.Environmental improvement and health education.We should improve rural sanitary conditions and promote education on disease prevention.3.The guarantee path of talent cultivation.We need to raise the level of compensation for grass-roots level medical personnel and focus on training large numbers of medical students from rural areas dedicated to join grass-roots level health services.
