With the deepening of population aging, the number of disabled elderly in Shanxi Province has been increasing.By the end of 2017,the number of elderly people over 60 years old has reached 5,824,600,accounting for 15.73% of the total population of the province. In addition, there are 2.74% of the elderly populations in Shanxi. In the same period, the numbers are 6,810,00,and 2.79% in Taiyuan. It can be seen that the population of aging population and the proportion of disabled elderly in Taiyuan City is higher than the provincial average.Although Taiyuan City has been paying great attention to disabled elderly in recent years, has successively issued more than 10 supporting policy documents and work plans. However,in terms of the current development status, the development of long-term care service in Taiyuan City is still lagging behind, and the contradiction between supply and demand is relatively sharp. This thesis uses Marx's theory of subject needs, public goods theory and welfare pluralism, and uses literature research method, questionnaire survey method.Based on this,it is found that the current supply and demand gap of long-term care for disabled elderly in Taiyuan City is large, the total number of institutions, professional care workers and related support policies and industry standards are scarce, and the supply of long-term care for disabled elderly is structurally unbalanced.Phenomenon, the current need for long-term care for disabled elderly is more urgent. The basic medical services, the professionalism of the caregivers, and the location of the institution have a direct impact on the satisfaction of the needs of the disabled elderly. Finally,In view of these problems, this paper proposes relevant countermeasures to optimize the long-term care service for disabled elderly in urban institutions from the aspects of legal construction, institutional supply and operational mechanism.
