In recent years,although China has made great progress in medical insurance,compared with developed countries,China is still relatively backward in terms of medical security,and the economic pressure of residents in medical care for serious diseases is still relatively heavy.Since 2015,Bengbu City has implemented a major illness insurance system for urban and rural residents.The Bengbu City's major illness insurance system started late.The evaluation of the performance of the Bengbu major illness insurance system can not only directly reflect the operation and implementation effect of the Bengbu major illness insurance,but also further discover Based on these problems,we propose targeted recommendations to better promote the sustainable development of the major illness insurance system.So what kind of performance evaluation method to choose,how to construct performance evaluation system,how to select indicators,how to set the weight of each index and how to design the indicator system can reflect the situation of the big sickness insurance system of urban and rural residents in Bengbu has become a problem to be studied.This article takes Bengbu City as an example to conduct a comprehensive study on the implementation of the major illness insurance system.Firstly,through the in-depth summary of related literatures,the basic concepts related to the performance evaluation of major illness insurance are introduced.The stakeholder theory,performance evaluation theory and new public management theory are the theoretical basis of this study.Secondly,according to the principle of performance evaluation selection,drawing on existing research data,based on the current stage of major illness insurance and existing data,and the actual situation of economic and social development in Handan City,the indicators of performance evaluation of major illness insurance are initially constructed,and then experts are applied.The Opinions method selects and adjusts the indicators.Finally,based on the three-level indicators of structural evaluation,process evaluation and results evaluation of major illness insurance,the performance evaluation index system of the urban and rural residents' major illness insurance system is established,and the indicators are given by the analytic hierarchy process.In the end,according to the established index system,through empirical analysis,research and evaluate the results achieved by Bengbu City since the implementation of the major illness insurance system in 2015,identify the problems existing in the Bengbu major illness insurance system,and propose countermeasures.Through research,it is found that the bidding system of the Bengbu City is not perfect for the insurance company's bidding mechanism,the financing channel is too single,and the level of protection needs to be improved,the overall level of the major illness insurance fund is low,and the risk management of the major illness insurance is not strict.The supervision of the expenditure of medical expenses,the low level of satisfaction and awareness of residents' major illness insurance system,and the low level of professional quality of insurance company managers.In view of the above problems,the paper mainly aims to improve the bidding mechanism for urban and rural residents' major illness medical insurance,broaden the channels for raising major illness insurance funds,improve the medical insurance level of major illness insurance,improve the overall planning level,improve the overall coordination effect of the fund,and speed up the pace of the intelligent audit system.To ensure the rationalization of expenditures for basic medical insurance funds,to deepen the degree of risk management and control,to ensure the safety of special funds,to actively expand the intensity of publicity,to improve the satisfaction of residents' participation in insurance,to give play to the advantages of commercial insurance companies,and to improve the level of service management,the seven aspects of urban and rural residents have been improved.Countermeasures for the problem of medical insurance for major illnesses.
