With the realization of full coverage of basic medical insurance system in China,urban and rural Chinese residents can get a certain proportion of reimbursement for their medical treatment.However,with the continuous increase in the cost ofmedical expenses for major illnesses,the problems of "too difficult to get the treatment,and too expensive to pay for medical treatment" have become increasingly prominent.The phenomenon of urban and rural residents becoming poor or falling back into poverty due to illness has not been completely eliminated.In 2012,the National Development and Reform Commission and six other national departments jointly issued the "Guiding Opinions on the Work of Severe Disease Insurance"(hereinafter referred to as "Guiding Opinions").It established the basic model of government purchasing services from commercial insurancecompanies to cover major illness insurance for urban and rural residents(hereinafter referred to as major illnesses).Such an insurance development model aims to play the role of market mechanism,and improve operational efficiency and service quality.In accordance with the“Guidance Opinions",each region has carried out major illness insurance in line with the condition of each region itself.Since Wenzhou City launched its major illness insurance in 2014,the government of Wenzhou has attached great importance to it and actively invited commercial insurance institutions to participate in the implementation of major illness insurance.The achievements are obvious,but at the same time there have been some major issues that have restricted the development of major illness insurance.It is the intention of this research to summarize the existing experience of Wenzhou major illness insurance in a timely manner,to solve the problems encountered,to seek the possibility ofdeveloping an sustainable system,and to enrich the government public service theory.This thesis starts with the related concepts and theories in the field of urban and rural residents' major illness insurance.It uses questionnaires,statistical analysis methods,interview methods,and other analytical methods,to conduct an empirical study on the implementation status and the effectiveness of Wenzhou's major illness insurance.Through the statistical analysis of the survey data,and the analysis of the operation of the Wenzhou City's major illness insurance system,the study reaches the following conclusions.The major illness insurance as an important policy means to reduce the high medical expenses of patients to achieve universal health coverage has indeed achieved the expected goals and played its due role.The insured person has become the main beneficiary.But in the system's operation,in terms of the government's investment and the commercial insurance institutions'stable operation,there are still issues:the funds for majorillness insurance is insufficient and not sustainable,the advantages of commercial insurance institutions are not fully played out,the information system needs further development,and there is a need to further improve people's understanding and recognition.It is suggested that effectively change perspectives and clarify the responsibilities of the government and the market;continue to strengthen system construction and optimize the major illness insuranceoperational mechanism;strengthen self-capacity construction,and strive to improve the service quality of major illness insurance;strengthen policy propaganda and guidance,and plant the major illness insurance system deeply in the hearts of people;continue to promote the steady improvement of the.quality and security level of major illness insurance for urban and rural residents in Wenzhou,so that more insured people can benefit.
