Study On The Construction Of Comprehensive Evaluation Index System For New TCM Medical Service Projects In Sichuan Province

Objective on the basis of qualitative and quantitative research methods,this project aims to construct a comprehensive evaluation index system of new TCM medical service projects in line with the characteristics of TCM.Provide access standards for new TCM projects,better promote the clinical application and promotion of new projects and technologies,and promote the development of TCM.Methods the current situation of health technology assessment at home and abroad and the characteristics of TCM service projects were studied through literature review.Through qualitative interviews,face-to-face in-depth interviews were conducted with clinical experts and price personnel respectively to better understand the characteristics of TCM service projects,so as to initially build a comprehensive evaluation index system for new TCM medical service projects.Three rounds of expert consultation were conducted by Delphi method to calculate statistical indicators such as experts' positive degree,authority degree and concentration degree of expert opinions.Finally,the ahp method was used to establish the judgment matrix and calculate the weight of each index.Statistical software Excel2007,SPSS21.0,MATLAB and other data entry,analysis and processing.Results this study finally included 24 experts who met the conditions of this study.Through Delphi method,all the finally obtained effective data were discussed and analyzed.Finally,4 first-level indicators(technical evaluation,theoretical evaluation,promotion evaluation and benefit evaluation),13 second-level indicators and 31 third-level indicators were formed.The recovery rates of the three rounds of questionnaires were 100%,96% and 96% respectively,and the effective recovery rates were 95.83%,100% and 100% respectively,indicating that the experts had a good enthusiasm.The authority coefficients of the experts in the first two rounds are0.75 and 0.77 respectively,indicating that the experts have a high degree of authority and the result of the inquiry is reliable.Analytic hierarchy process(AHP)was used to define the weight of indicators at all levels.Among them,the weight coefficients of the four first-level indicators were 0.335,0.213,0.212 and 0.240,respectively.The CR values of each judgment matrix for consistency test were all less than 0.1,indicating that the judgment matrix constructed in this study had good consistency.Conclusion the experts involved in Delphi expert consultation in this study are highly active and authoritative,with high prediction accuracy and reliable consulting results.The index system constructed from four aspects of technology evaluation,theory evaluation,promotion evaluation and benefit evaluation has a wide coverage,a reasonable structure and a complete content.Based on the establishment of the index system,the analytic hierarchy process is adopted to calculate the weight of the index,which ensures the scientific and reasonable calculation results.The finally established index system and weight coefficient provide reference basis for the access,application and promotion of new TCM projects.
