[Purpose] Relying on the construction of comprehensive health management information platform,the status quo and goals of primary health care,and the theoretical framework of ‘structure-process-results',this study aims to build a scientific,comprehensive and effective indicator system for the evaluation of primary health care services.On the one hand,the indicator system needs to meet the overall design requirements of the comprehensive health management information platform.The indicators' data are available,exchangeable,and traceable to the case.On the other hand,they should reflect the service content of primary health care,including basic medical care services,public health services and family doctor contracting services.By means of information technology,such as the comprehensive health management information platform,we can achieve unified information collection,multi-party sharing,dynamic monitoring and quantitative assessment,optimize the allocation of primary health resources,and improve the quality of primary health care services fundamentally.[Methods] Through in-depth interviews with experts and reading of policy documents,we fully understand the requirements of indicators suitable for the comprehensive health management information platform;using literature analysis to determine the theoretical framework for constructing the indicator system and the set of alternative indicators,and initially constructs the indicator system;through the experts argumentation method to demonstrate the availability of indicators' data,further refine the data collection method,frequency,dimension and other content,modify the indicator system to form the first draft of the indicator system;by two rounds of Delphi expert consultation and boundary value method,the indicators are screened and finally included,and the weight of each indicator is calculated by combining percentage weight method and product method;the Kendall coordination coefficient is used to evaluate the coordination of experts' opinions,and the experts' opinions are basically agreed to ensure the credibility of the results.[Results] This study has established a set of primary health care services evaluation indicator system suitable for the comprehensive health management information platform,including three primary indicators: resources and environment,process services and comprehensive benefits,nine secondary indicators: sanitation facilities,manpower allocation,fund revenue and expenditure,basic medical services,public health services,family doctor contracting services,health improvement,cost control,100 tertiary indicators,and their weights.Each indicator is defined its definition and related descriptions,time and area,frequency of data collection and system source,and the calculation method of the indicators.[Conclusions] Based on the above research results,this study draws the following conclusions:(1)The availability of the indicators' data were considered in this study,and we use the data standards issued by China to express the calculation method of indicators.The indicator system is operable and can be used to guide the research and development of the comprehensive health management information platform.(2)The indicator system based on the framework of ‘structure-process-result' theory is complete and systematic,which can comprehensively reflect the quality,effects and influencing factors of the evaluation objects,which is conducive to the comprehensive evaluation of primary health care services.(3)Percentage weight method is widely used in calculating indicators' weights.Because the indicator system established in this study has three levels,it is more scientific to calculate indicators' weights with the use of product method.(4)Using Kendall coefficient to test the coordination the degree of experts' opinions,the experts' opinions of this study are basically agreed,and the reliability of the indicator system is high.
