Township health centers serve the grassroots and are also rooted in the grassroots.Their existence is to provide rural residents with high-quality,low-cost comprehensive health services.The development of township health centers not only requires the national and local governments to continue to increase the preferential policies,but also strengthens the internal management of rural township health centers.Health technicians are the most critical factors of each medical institution.What contribution they have made to the development of the organization and what goals have been achieved.Passing the performance appraisal will allow managers to know and evaluate more clearly.Implementing performance appraisal can not only supervise the daily work of employees,but also effectively mobilize work initiative,improve the sense of work mission,and achieve stable and sustainable development of medical institutions.Since the new medical reform,the township hospitals in County Y of Shanxi Province have responded to the implementation of the national policy performance appraisal,which has stimulated the initiative of grassroots health personnel to a certain extent,improved the service quality of township hospitals,and achieved certain results in comprehensive development However,because township hospitals are located at the grassroots level and are affiliated with public institutions,the performance evaluation of health technicians still has problems that need further improvement and optimization at the specific implementation level.Based on sorting out the research achievements of previous scholars on the performance evaluation of medical institutions and internal health technicians,through the distribution of questionnaires and field interviews,we have a deep understanding of the status of performance evaluation of health technicians in township health centers in Y County There are still many problems in the main body of health technicians’ performance evaluation,indicators,execution process,feedback and application of evaluation results,and the main reasons for these problems are the following:the publicity and training work in the early stage of performance evaluation is not in place,the traditional thinking of public institutions Constraints,the lack of specific assessment reference indicators for health personnel at the grass-roots level,inadequate communication and supervision mechanisms in the performance assessment process,and the lack of information-based support for performance assessment.Finally,based on the analysis of the current problems and causes,it proposes improvement measures from the perspectives of ideology,internal systems and external technologies.In terms of ideological understanding,it will increase publicity and training to effectively improve performance awareness;Strengthen supervision and control,diversify the use of assessment results;in terms of external technology,effectively promote the construction of assessment information.It is hoped that this study will provide theoretical basis and practical reference for rural township hospitals and related health administrative departments in County Y and other regions.
