| The medical expenses of urban residents in China have been increasing year by year.The rising medical expenses have increased the pressure of medical insurance payment,and medical control fees are imminent.This article selects panel data from 1995 to 2016 in all provinces across the country,establishes a regression model,and conducts an empirical study on various influencing factors of health care expenditures of urban residents in China.Phased(1995-2005,1996-2016)to study the changes and differences of the main influencing factors across the country and the eastern,central and western regions;at the same time,sort out the reform measures of China’s medical cost control,Explore the fee control mechanism.The model results show that income,aging,government health expenditure,supply-side induced demand and medical insurance are the main factors that affect the growth of China’s health care expenditure,and the degree of effect of each influencing factor presents large time differences and regional differences.In terms of time series,the increase in actual per capita disposable income has the greatest impact on the growth of actual per capita health care expenditure,followed by the impact of aging,and the actual per capita government health expenditure is the smallest;It has the effect of reducing the actual per capita health care expenditure.In terms of geographic space,the increase in income and government health expenditure will cause the actual per capita health care expenditure in the country and regions to rise at the same time;the increase in the proportion of aging nationwide and the eastern and central regions have caused the growth of health care expenditure.However,the increase in the number of beds per thousand people and the setting of medical insurance all over the country and in all regions have the effect of reducing health care expenditure.To further draw conclusions,income growth and aging are the main factors for the rigid rise of China’s health care expenditure;the growth of government health expenditure can alleviate the rapid growth of residents’ health care expenditure;at the same time,controlling the induced demand of medical providers also It can suppress the rise of medical expenses;in the long run,the establishment of medical insurance has a positive effect on the control of medical expenses.In this regard,some policy suggestions for medical cost control in China are proposed:first,to provide seamless elderly care services with the community as a window;second,to clarify the responsibilities of government investment and improve financial investment performance;third,Explore a correct and scientific public hospital performance evaluation system for public welfare;Fourth,actively mobilize the positive role of medical insurance in medical fee control. |
