Objective: Using the macro model of the health system as a theoretical framework,explore the status of the use of infectious disease surveillance systems in the four cities of Beijing,Tianjin,Shanghai and Chongqing,and compare the differences between the cities,demonstrate the relationship between the degree of use of the surveillance system and the health outcomes of infectious diseases,and analyze the current use of surveillance systems the main problems and the causes of the problems,and provide countermeasures and suggestions for improving the use of infectious disease monitoring systems,with a view to providing relevant references and basis for further optimizing the use of monitoring systems,and exploring an efficient and feasible monitoring system evaluation the way.Method: Exhaustion of various types of public information and research literature based on infectious disease risk identification,prediction and early warning,intervention measures,emergency response measures,intervention effect assessments,and evaluation of intervention effectsissued by the infectious disease monitoring system from 2004 to 2017.A comprehensive quantitative method was used to calculate the weight of the infectious disease surveillance system,spearman correlation and single factor regression were used to analyze the relationship between the degree of infectious disease monitoring system and the incidence of infectious disease.Results: The results of horizontal comparison show that the application level of infectious disease surveillance system in Beijing was31.10% in 2017,which was at a relatively high level,with 18.68%,14.09%,and 8.70% in Shanghai,Tianjin,and Chongqing,respectively.The results of longitudinal comparison show that the use of infectious disease surveillance systems in all four cities fluctuated and increased from 2004 to2017,with 31.10% in Beijing in 2017,an increase of 28.51% from 2.59%in 2004,and 18.68% in Shanghai in 2017,In 2004 it was 4.77%,an increase of 13.91%,Tianjin was 14.09% in 2017,1.02% in 2004,an increase of 13.07%,Chongqing was 8.70% in 2017,and 0.03% in 2004,an increase of 8.67%.Correlation analysis results show that the degree of application of the Beijing-Tianjin-Shanghai monitoring system has a significant negative correlation with the incidence of infectious diseases(P<0.01),the correlation coefficients are-0.916,-0.890 and-0.851,and the degree of equation interpretation is 81.0%,26.1% and 70.8%,there is a negative correlation between the degree of use of the monitoring system inChongqing and health outcomes(P <0.05),but regression analysis shows that the degree of use of the monitoring system in Chongqing has no impact on the incidence of infectious diseases(P> 0.05).Conclusions: The four cities of Beijing,Tianjin,Shanghai and Chongqing have started to use the infectious disease monitoring system,and the degree of application has been improved to varying degrees,but there is still room for improvement;due to the timely update of infectious disease information resources,the degree of information sharing and effective utilization,The newly identified infectious diseases and other types of infectious diseases and the iatrogenic infectious diseases are limited in their level of monitoring and identification,forecasting and early warning capabilities,so that the monitoring system is still at a low level;the use of infectious disease monitoring systems should be improved from data mining and Starting with effective use,all departments systematically integrate and share information,break down information barriers,establish a regular and timely release mechanism,give full play to the auxiliary functions of infectious disease early warning information system,strengthen the detection and emergency response capabilities of new infectious diseases,and increase the importance of other infectious diseases and iatrogenic infections,Multiple departments work together to improve the application of infectious disease surveillance systems.
