The PPP mode has entered the stage of full promotion in China since the second half of 2014.During this period,a series of incentive policies have been introduced through the State Council and relevant ministries and commissions.By the end of September 2020,a total of 9729 projects have been put into storage in the national PPP comprehensive information platform project management database,involving 15070.2 billion yuan of investment.Among them,249 medical and health projects are involved in the investment amount of 196.4 billion yuan,which fully demonstrates the feasibility of implementing PPP mode in China’s medical and health field.In order to ensure the healthy and orderly development of PPP projects,since 2017,many departments such as the Ministry of Finance and the national development and Reform Commission have promulgated a series of normative documents from the perspective of "risk control",which means that China’s PPP projects have entered a new stage of management and control development.In this context,the project company has to think about two issues,that is,how to carry out PPP projects legally and legally,and how to effectively prevent risks.At present,most of the domestic researches on PPP project risk mainly focus on the project financing stage.After the completion of the project,the risk management of the project company based on the PPP project is rarely involved.In addition,the domestic research community is more based on the perspective of the project risk management,and failed to pay attention to the systematic demonstration of project risk based on the perspective of the project company.With the help of relevant risk assessment knowledge and theory,the main risks existing in the project company are identified,and practical risk prevention suggestions are given on the basis of risk assessment,so as to promote the successful application of PPP mode in China’s medical and health industry,and provide reference for enterprises to effectively manage risks,and promote the effective operation of medical and health PPP projects Efficiency,the prominent advantages of PPP model in the medical and health industry are fully highlighted,which is of great significance for the successful operation of PPP projects in China’s medical and health industry.According to the above starting point,by combing the domestic and foreign literatures related to the risk management of PPP project company,this paper selects the relocation PPP project of X county hospital of traditional Chinese medicine as the research object,analyzes the current situation of PPP project,and refers to the research results of others,and analyzes the current risks faced by the PPP project company of X county hospital of traditional Chinese medicine from the aspects of political risk,financial risk,construction risk,construction risk,etc Five aspects of operational risk and management risk are identified,and five first level indicators,14 second level indicators and two-level risk evaluation index system are constructed.Then,this paper selects the fuzzy comprehensive evaluation method to evaluate the risk of the project company.The conclusion shows that the risk of the relocation PPP project of X county hospital of traditional Chinese medicine is relatively high,and the leadership should attach great importance to it.On the basis of comparing the results of risk assessment,this paper puts forward specific countermeasures from five aspects.
