Research On Risk Identification And Response Of Public Hospital Project Construction Based On PPP Model

As the most important part of public health service,public hospital is an important force to protect people’s life and health."Fourteenth Five-Year Plan"proposed that public hospitals should continue to shoulder the responsibility of public health emergency medical treatment.Under the support of the policy and the needs of the people,it has become urgent to concentrate on promoting the construction of public hospitals and improving the level of medical services.The construction of public hospitals mostly relies on government financial investment,but the local finance in some underdeveloped areas is difficult to meet the construction needs,so the government has to introduce social capital to broaden the financing channels.PPP model(Public-Private Partnership)has been widely used in the construction of public hospitals for its advantages such as low financing cost,long repayment time and shared risk.But because of the mode of project construction is more participants,long construction cycle,more uncertainty factors,there exist risks in the actual propulsive process,although many research on project risk analysis and response are existed,but research is more focused on the perspective of risk management to High-risk segment at high risk of early warning and control in the process of construction,in the PPP mode of public facilities projects risk management research is less involved,especiaIly for the specific identification method and procedure of risk factors of hospital construction,the important risk factors of targeted prevention and response is rare.For this purpose,the article deeply studies the process and details of public hospital construction on PPP mode,analyzing the uncertainty and risk blackspot of the construction.Objectively identify and evaluate the risk factors affecting the project construction,and formulate corresponding specific countermeasures,expect to put forward reasonable risk coping strategies for the construction of public hospitals on PPP mode as the research direction.This thesis analyzes the public hospital PPP financing pattern and the contents and characteristics of project risk management,then studies the operation mode of the public hospital project based on the pattern of the PPP and stakeholder relations,export risk origin,and combined advanced practice experience with literature analysis method to select and define the mode of public hospital project risk factors.Further,qualitative analysis method was used to conduct in-depth investigation and preliminary screening,and quantitative analysis method was used to analyze the coordination degree and reliability of extracted factors and relevant information,so as to filtered out key risk factors.In the research process,the coefficient of variation method and entropy weight method were combined to assign weights,to enhance the coordination of weight allocation,calculate the weight of the importance of risk factors,and finally excavate and determine the root causes of five deep-seated risk factors.At the end of the thesis,combining with the PPP project of M Hospital in Henan Province,the causes and characteristics of the five key risk factors are analyzed,and specific coping strategies are proposed,which have achieved positive effects and verified the rationality and effectiveness of the research content.
