Research On The Optimization Of Medical Reform Policy In Chongqing

The Fourth Plenary Session of the 19 th Central Committee of the Communist Party of China focused on upholding and improving the socialist system with Chinese characteristics,promoting the modernization of the national governance system and governance capacity,and stressed the adherence to and improvement of the social governance system of CO governance and sharing,so as to maintain social stability and safeguard national security.As an important part of public policy,medical policy focuses on people's livelihood,which is related to social justice and long-term stability of the country.The status of medical policy reform is reflected in the important aspects of social public interests and the level of social governance of the government.The interests of all parties involved in health care reform can be realized through the interests of various parties involved.The construction of social participation system is an important way to realize the modernization of national governance capacity.On March 31,2015,a "mass incident of medical reform" occurred in Chongqing.On April 1,the Chongqing Municipal Health and Family Planning Commission and the Municipal Price Bureau stopped the implementation of the health care reform policy for only seven days in the face of public protest,which frustrated the medical reform in Chongqing.Chongqing summarized the experience and lessons through the error correction mechanism,and after full preparation,re launched the new medical reform policy in 2017 and achieved success.Based on the process of policy optimization,by using the theory of policy process,policy tools,participatory democracy,case study,literature study and comparative study,this paper reveals that the lack of public participation and response to public opinion is the direct cause of mass incidents of medical reform in Chongqing,which indicates that the policy and decision-making process of medical reform are lack of public participation and response to public opinion The importance of interests reflects that the local government lacks the concept and consciousness of "people-centered" in decision-making,and lacks the corresponding system as a guarantee for public participation.This paper analyzes the necessity and importance of social participation in the process of people's livelihood policy,and points out that the guarantee of social participation should be improved in the current system and mechanism,and a participation culture conducive to government governance should be constructed.Through exploring the internal mechanism of public opinion expression in the health care reform policy,reflecting and improving the government decision-making and response mechanism,this paper provides reference for the government to build a governance system and enhance governance capacity.This paper analyzes the background,practice and policy process of medical reform in Chongqing,analyzes the reasons of frustration and success factors,and puts forward the countermeasures and suggestions of social governance.This paper is divided into six parts: the first part states the background and significance of the topic.Clarify the relevant concepts of people's livelihood,people's livelihood policy,deliberative democracy and social participation.The second part analyzes the background of medical reform in Chongqing by summarizing the general situation and characteristics of medical reform in China.The third part,through sorting out the relevant materials of medical reform policy in Chongqing,describes in detail the goal,practice,problems and policy process of medical reform in Chongqing.In the fourth part,through the comparative analysis of the policy process of 2015 health care reform and 2017 new medical reform in Chongqing,it reveals the key factors of frustration in 2015 and success in 2017.The fifth part,which is the enlightenment chapter of this paper,proposes the public policy of local government.The sixth part is the summary of this paper and the research prospect.
