Study On The Supply Of Public Cultural Services For The Township Government In Ethnic Minority Areas

China is a multiethnic country,and the party and the government have always attached great importance to the political,economic,social and cultural development of ethnic areas.Rural society in national regions is the key of our country to maintain the unity of the country and the social stability.The minority farmers are the important people to cultivate the consciousness of the community and the right value for the country and nation.The township government's supplies of public cultural services is related to the basic cultural rights and interests of,ethnic minorities,the culture protection and inheritance,and the dissemination of national mainstream culture.It has great significance to build a public cultural service system and realize the harmony and stability of the country.The functions of the township government in minority areas have not been completely transformed being influenced by the natural environment,geographical position,history and other factors.The supplies of public cultural services of township government in ethnic minority areas are unable to satisfy growing public cultural demands.It leads to that the contradiction between supply and demand of public cultural services in the villages is daily outstanding.This research is based on the township government in the ethnic minority areas,emphasizing the particularity of minority areas and analyzing the current situation and problems and influencing factors.The research puts forward some suitable suggestions by learning the successful experience in the supplies of public cultural services from other township government to improve the ability that meet the needs of culture.This research firstly discusses the connotation and theoretical basis of the suppliesof public cultural services in minority areas of the township government of minority area.Then this research discusses the responsibilities of the township government in the public cultural service system.After that,this paper analyze the supply system of public culture service of the township government of the ethnic minority areas from the supply subject,object,content,and the measures.Then this research takes Y township government in Kaiyuan city of Yunnan Province as an example and analyzes problems in the supplies of public cultural service of Y township government.Next,This research from the geographical factors,economic factors,institutional factors,ethnic factors,other factors to analyze the problem.After summing up the supply of public cultural services in Huxi township government in Dongyang city of Zhejiang Province and the Xinbao township government in Guiyang city of Guizhou Province,this research learns from their successful experience.Finally,up to the general theories,The author come up with some advises like establishing and perfecting the scientific and financial system,converting the function of the township government in ethnic minority areas,optimizing the supply model,establishing effective requirements and feedback mechanisms,innovating the concrete forms of the supplies of public cultural service to improve the ability of supplies of public cultural service for the township government in Ethnic minority areas.
