With the pervasion of mobile devices, such as PDAs,smart phones and portable computers,we are experiencing a paradigm shift from conventional Electronic Learning to Mobile Learning. The learning needs of learners in the new era can be met by Mobile Learning.which has rich characteristics, such as rich interactions, contextual relevance.Recently.language learning supported by new technologies such as mobile network has become a hot topic of research.Oral English mobile learning, which becomes one of the new important way for students to learn English, using mobile devices as a cognitive tool. However, the most of Oral English learning platforms didn't relate itself to the specific context of their application, and didn't relate itself to the application of spoken English, and few considered the individual differences in Oral English learning. This research applied the technology of context-aware and fuzzy-recommendation to enhance the level of students' Oral English in context, developing the M-Oral system, and building location context based on physical contexts, wireless networks mobile devices, and beacons. Then the usability tests and experiments were conducted to improve the system. This paper is divided into five parts. The first part is "Introduction",which introduces the purpose, significance, content, methods and innovations of the research, and reviews related researches on English learning platforms and context awareness in Domestic and foreign. The second part is " Related concepts, techniques, and theoretical foundations of location context".First, the research defines the relevant concepts of location context, mobile learning, and spoken English mobile learning. And its key technologies include context-aware,personalized recommendation, data visualization. Then, the research defines the connotation of these key technologies.Lastly, the research has profound theoretical foundations, including contextual cognitive theory, some linguistic theory, and information communication theory. The third part is "the function and implementation Oral English mobile learning based on location context".This part mainly introduces the main functions of this mobile learning, including context-aware push, location context resources, online communication and so on.Beacons devices were used to assist in context-aware fuzzy push. The fuzzy reasoning mechanism includes five steps:input, fuzzification, reasoning, defuzzification and output. The rich, graphic English spoken online resource library was established.M-Oral system was developed and it supported on-line and off-line communication for learner. Then the realization processes of contextual awareness and topic recommendation were analyzed. In the fourth part,"Evaluation of mobile language learning based on location context".Two rounds of usability testing were carried out to analyze and improves effectiveness of M-Oral system.Research showed that this system has strong usability, strong operability, and abundant resources. In order to analyze the effect of location context, the survey experiment was conducted. There were a total of 20 participants including one English teacher(female)and 19 students(10 female and 9 male)in the sample. The research found that the level of participants' Oral English was higher than the level Pre-test,and the location context plays a role in promoting participants' oral language learning, but the practicality of M-Oral in teaching was not strong because there were a number of issues, such as time management and lose concentration. In order to provide direction and reference for sub-sequent research, the fifth part"research conclusions and prospects",which based on the previous analysis, discussed and pointed out the deficiencies of the research.
