Research On The Evaluation And Promotion Path Of Equalization Of Basic Public Cultural Services In China

In the past 30 years of reform and opening up,China's economy has continued to grow at a high rate,and its fiscal and economic capacity has increased.At the same time,the development of basic public cultural services is lagging behind,the problem of low level of supply and low level of Equalization is becoming more and more obvious,and the contradiction between the concept of fairness,justice and shared development advocated by our society is becoming increasingly apparent.Promoting the equalization of basic public cultural services is an important way to realize the cultural rights and interests of the people.The improvement of the level of Equalization of basic public cultural services is of great significance for safeguarding social equity and justice,promoting social harmony and stability,promoting sustainable economic and social development,and promoting the all-round development of human beings.Cultural right is an important content of human rights.It is the general term of people's right to enjoy cultural life and progress,such as cultural entertainment,cultural consumption,cultural education,cultural creation and cultural aesthetic.The provision of basic public cultural services for equalization refers to the provision of basic public services of the same quantity,quality and accessibility by the Government to the population at different levels in all regions,for urban and rural residents in general.The development of the equalization of basic public cultural services is conducive not only to the realization of the people's basic cultural rights and interests,but also to the improvement of the cultural quality of citizens,the all-round development of human beings,social harmony and the development of advanced socialist culture.However,for historical reasons,the economic and social structure of the country has been constrained for a long time and the institutional mechanisms have prevented it from achieving a balance between regions,between urban and rural areas and between basic public and cultural services,and the gap has continued to widen.It is still a difficult and lengthy process for the entire population to enjoy basic public and cultural services provided by the Government on a roughly equal footing.Based on the data collected,processed and analyzed on the equalization of basic public cultural services in 31 provinces and autonomous regions of China from 2010 to 2015,this paper makes an empirical study,establishes 9 specific indicators from the two dimensions of input and output of basic public services,and makes a comprehensive evaluation of the equalization of cultural services by means of normalization and principal component analysis.To get the results.According to the results,the main reasons for the current pattern of disparity in basic public cultural services are analyzed,and the construction of basic public cultural services in China is put forward to establish and implement the scientific outlook on development,promote the construction of a diversified supply of cultural services,improve the utilization rate of public cultural infrastructure and increase the enthusiasm of citizens to participate in cultural construction,and promote the construction of basic public cultural services in China.
