Harbin Municipal Government Promotes Basic Public Cultural Services Research On Equalization Strategy

The equalization of basic public cultural services will enable the public to enjoy cultural services,satisfy their cultural needs to the greatest extent,reduce conflicts and contradictions,and maintain social harmony and stability.In recent years,China has paid great attention to the construction of public culture,especially after the 19 th national congress.We have made it clear that we need to improve the system of public cultural services,deepen the implementation of cultural projects that benefit the people,enrich mass cultural activities,and vigorously promote equal access to basic public cultural services.The fundamental reason for the legitimacy and legitimacy of the government's power is that it must start from the maintenance of social equity and justice in its policy-making and administrative processes.If the gap is prevalent in a society and destroys the social balance,the rational government is bound to take corresponding measures to narrow the gap,such as reform or adjustment of public policy.This gap also exists in the field of cultural construction and is widening,which may undermine the basic cultural rights and interests of some people.Therefore,the government is actively seeking effective measures to narrow the social and cultural gap,develop culture and improve the level of services,so as to effectively protect the rights and interests of citizens and maintain social stability.Focusing on the overall situation of social development,it is of great significance to build cultural services and promote equal development for the citizens,the society and even the whole country.It can be seen from the overall development status of equal access to basic public cultural services that the Harbin municipal government has indeed made a lot of efforts in cultural services and the overall level of services has been improved.However,due to the influence of local historical,political,economic,ideological and other factors,the overall level of equal access to basic public cultural services in Harbin is still low.This is reflected in the differences in the importance of cultural services,the inconsistent pace of construction,the lack of funds,and the unbalanced distribution of cultural infrastructure.Based on the above problems,this paper explores the corresponding countermeasures to narrow the cultural gap in Harbin and realize the equalization of basic public cultural services.Based on this goal,this paper draws on the service model of the United States,the United Kingdom,Japan and other countries,while absorbing the advanced experience of shenzhen,jiaxing and dalian.Finally,countermeasures and suggestions were proposed to help promote the equalization of basic public cultural services in Harbin.
