Research On The Equalization Of Basic Public Cultural Services Between Urban And Rural Area In Lhasa

Public cultural service is an important content of socialist core value system construction, to realize the great rejuvenation of the Chinese nation is the important spiritual support of the "China dream". Cultural rights is one of citizens basic rights in our country, accelerate the construction of public cultural services is beneficial to improve the basic public service system, to realize the integration of urban and rural development, conducive to social stability.Since the reform and opening, under the leadership of the party, our country government adhere to the economic construction as the center,the unity of the Chinese people of all ethnic groups work hard, national unprecedented prosperity, people’s clothing, food and living conditions improved significantly. The people in the "eat satisfied, eat well", more and more pursuit of high quality of life of the mind, to the construction of spiritual civilization in our country put forward more requirements. In the process of comprehensive economic and social development, China’s national strength factors influence mainly cultural product quantity supply and ignoring the individual differentiation of demand, this leads to insufficient effective supply of public cultural products. The main city urban public cultural services spending burden of government, perfect service system are system; In pastoral areas and ethnic minorities in remote areas, the government spending on public cultural services on the lack of funding, imperfect management system, public cultural services present a huge gap between urban and rural areas. The fifth Tibet work forum offered to "improve the public cultural service network, improve the operating safeguard mechanism of public cultural institutions topromote the basic cultural facilities construction", to the problem of urban and rural equal basic public cultural services in Lhasa, which is not only the need of carrying out the central spirit, but also realize the important guarantee of peace and stability of Lhasa and in Tibet.At first, this paper pointed out the background and significance of thesis writing, combed the domestic and foreign experts on the equalization of public cultural services of related theory research results,and then the concepts related to make the description and definition. In many research cultural management departments and under the guidance of tutor, this paper introduces the basic public cultural service achievements in Lhasa urban and rural, and from capital investment,cultural facilities, configuration and use of, culture, professional talents,cultural consumption and residents’ participation positivity and so on five aspects of urban and rural public cultural service gap made a detailed analysis. Then from the economic development, financial system, the government functions and services supply four dimensions analysis the cause of urban and rural basic public cultural services not equal. In draw lessons from foreign developed countries and chengdu, Inner Mongolia based on construction of public cultural service experience, puts forward the relative targeted policy recommendations: developing the local economy, building integration system of public cultural services,government input tilt to pastoral areas, reasonable definition of local government fiscal powers, clear local government function orientation,the construction of professional culture service team, enhance mass in pastoral area and the introduction of modern information technology, etc.
