In this paper,the Indian government's policy of relief and rehabilitation for non-Muslim refugees after the Indian-Pakistan division is researched,the paper analyzes the policy of the Indian government on the relief and rehabilitation of non-Muslim refugees by means of literature and class analysis,starts from the development process of the non-Muslim refugee problem,and takes the Indian government's attitude towards this issue as the main line,The development of the Indian government's policy of relief and rehabilitation for non-Muslim refugees is divided into three stages.On this basis,the paper analyzes the reasons of the change of Indian government policy,and makes a brief analysis,and considers that the domestic interests and the foreign strategic needs are the main reasons for the change of the Government of India to the non-Muslim refugees.Before and after the 1947 India-Pakistan Division,tthe struggle between the All India Muslim League and the Indian National Congress Party in the subcontinent competition,intensified the Hindu,the Islamic two major sects of the contradiction,caused the large-scale sectarian violence.Sectarian conflicts have claimed millions of lives,tens of millions of of thousands have been displaced and more than 100,000 women have been raped and killed.The British Government,in keeping with its interests,divided the Indian subcontinent into two self-governing Indian and Muslim-dominated Pakistan.At the beginning of the partition,Pakistan's emphasis on the political status of Islam led to the second-class status of the Muslims in the political,economic and other aspects.In this context,non-Muslims in Pakistan have migrated to India for security,economic and political status.In the course of the migration,many people became refugees as a result of starvation,disease,and the massacre of pagan robbers.The influx of non-Muslim refugees is an opportunity and a challenge for India.On the one hand,the influx of non-Muslim refugees has raised the quality of India's population and alleviated the problem of labour shortages,while the influx of non-Muslim refugees has changed the composition of the inhabitants of religious communities,and conflicts between indigenous and refugee populations have continued.In response to the problem of non-Muslim refugees,the Indian government has formulated a detailed refugee relief and rehabilitation policy.On the whole,the Indian government's policy of economic and rehabilitation for non-Muslim refugees has undergone a process of adjustment from "hesitation" to "East to West",and then to "National transition of refugee problem".The Government of India has taken measures to deal with three aspects of life,production and development.At the level of life,the Government of India has addressed the basic needs of non-Muslim refugees by building temporary relief camps,allocating land,building houses and providing health care,and at the production level,the Indian government has created more jobs by increasing infrastructure investment;At the development level,The Government of India,on the one hand,provides vocational training for refugees free of charge,encourages non-Muslim refugee students to continue to complete their studies,enhances their educational attainment,enhances their competitiveness in the labour market,and provides all kinds of cash support to non-Muslim refugees to help them live a dignified and normal life.All in all,the Indian government has not only provided the basic living space for non-Muslim refugees from a humanitarian perspective,but also paid attention to the long-term development of non-Muslim refugees,relying on the refugees ' own resources and establishing a comprehensive refugee relief system through the creation of policy conditions.This has promoted the development of agriculture,industry and democracy in India.However,we should see that the Indian government's relief and rehabilitation to non-Muslim refugees is limited in scope,bureaucracy and damage to Muslim rights and interests.
