Since the middle of the 15th century,great changes have taken place in the social economy of England.During this period,the capitalist economy of England developed rapidly and gradually entered the phase of original industrial or rural industrialization.In the course of the development of rural industry,the government formed different attitudes in different historical periods and on this basis promulgated a series of industrial and trade policies.This article focuses on the development of rural industries in England from the mid-15th century to the early 17th century.Based on the changes of government policies and attitudes toward rural industrial development,this article tries to analyze the causes of the fluctuations in the attitude of the government,understand the development of rural industries and the influence of it.The introduction part elaborates the origin and meaning of this thesis,and introduces the domestic and foreign scholars' research achievements on the rural industry and the proto-industrialization in England.The first chapter mainly clarifies the concept and category of rural industry,and briefly describes the development of rural industry in England.It focuses on the Acts and right of special permission promulgated by the government in the existing historical materials since the mid-15th century.Then the governent's attitude toward the rural industry such as the woolen industry can be summarized as import and export trade,production technology,and production license.This chapter focuses on the fluctuations of the attitude of rulers reflected by the Acts of different periods and summarizes the trends of changes in the attitude of government in rural industries during different periods of 1440-1603.The second chapter analyzes subjective and objective aspects of the specific reasons for the change of attitude of the government.The subjective factors include the replacement of rulers,the spread and development of mercantilism,the war between England and European countries,the objective factor is the rural industries' impact on England society in the development process.The third chapter mainly analyzes the influence of the development of rural industry on the economic and social development of England under the fluctuating government policies,including the development of capitalist economic and the emergence and development of the proto-industrialization.It also analyzes the obstructions that traditional concepts and government decrees have on the technological innovation of production.This article intends to analyze the trend of the rural industrial development in the early modern England and the changes of government policy,and explain the reasons for the change of the government policy in this process and its function,trying to get a deeper understanding of the establishment and development of the capitalist relations of production and the emergence of the proto-industrialization in England.
