The Study On Government Behavior In Cultural Industry Development Of Shengzhou City

In the modern world, cultural industry, as the product of economic and technology development in the building wealth, is greatly influenced people's life and is playing a more and more important role in the society. Cultural strength becomes a significant part in the competition in overall national strength. The cultural industry is a "sunrise industry", and it has becoming a pillar industry in many developed countries. In China, Cultural industry also has made big progress by nearly 30 years development. It has become one of the pillar industries in some areas, which caused a certain depth and scope studies from the academic world. However, scholars put most of their attentions on the big cities, and the problems on rural area's cultural industry development are being relatively ignored. To define the function and role of the government in the rural cultural industry development under the circumstance of the growing vigorously development of the cultural industry, especially in rural area, have realistic and theoretical significance to promote the healthy cultural development in different rural areas, and to continuously enhance the overall strength of the cultural industry in rural areas.On the basis of realistic background, and according to the Shengzhou cultural industry development, this paper tried a deep study on the government functions on the rural area's cultural industry development. Chapter 1 briefly introduced the background of the subject, the significance of the study, the study structure and methods, innovations and limitations of the paper. Chapter 2 mainly introduced the concepts and features of culture, cultural industry, and rural cultural industry. Chapter 3 analyzed the public administration on the cultural industry from the aspects of theory, practice and reality. Chapter 4 presented Shengzhou social and economic development situation, cultural industry situation, and the main measures taken by the government of Shengzhou on promoting the cultural industry, and studied the advantages of Shengzhou on cultural industry development. Chapter 5 put forward suggestions on speeding up the Shengzhou cultural industry development in respect of the government functions from the following 4 points: innovate the cultural industry development outlook, exert the government regulation functions and the market service functions, apply the policy leading and guiding role, and promote the cultural mechanism innovation. This paper except to propose theory and policy guidance to expand the development space of the Shengzhou cultural industry and exert the potential of the development, and also try to offer experience and reference to other small cities on the cultural industry development. In a word, This paper is intend to arouse more and more attentions to the cultural industry development in rural areas.
