Since the twenty-first century,the national economy of our country has witnessed rapid development.At the same time,the role of cultural construction in social development has become increasingly evident.In recent years,in particular,people's material living standards have risen dramatically.However,due to the material world,people's mental pressure has also increased.Therefore,meeting the spiritual needs has become the key to modern life.It is also true that the state began to enrich the national spiritual world as a fundamental and vigorously promote the building of public culture.Public cultural services refer to the government or social organizations serving the social masses and providing them with various cultural services such as cultural products and cultural facilities,thereby enriching people's spiritual life and meeting people's spiritual needs.However,it is undeniable that due to the dual structure of urban and rural areas,there is a big difference between the public culture construction in towns and villages.Taking Pingyuan County in Shandong Province as an example,due to the unbalanced economic development in this county,the construction of public culture in rural areas is far less than the construction of public culture in cities and towns.In some places,local vulgar culture continues to erode peasant ideas such as the rise of rural gambling habits,inadequate religious management,idle cultural venues and the like.The uneven development of public cultural construction between urban and rural areas in Pingyuan has seriously damaged the social harmony and stability,intensified social contradictions,and even affected the realization of the great rejuvenation of the Chinese nation.Therefore,at present,we must improve the public cultural services to meet the cultural needs of the grass-roots people and ensure the balanced development of public cultural services.This study uses the literature research method,interview method,system analysis method,comparative analysis of plain county city and countryside public cultural services in the rate of change in the aspects of quantity,quality,masses,change of city public cultural departments in terms of personnel,management mechanism,etc.,discusses the problems of urban and rural public in Pingyuan county the cultural service equalization process and reason.This study shows that the phenomenon of uneven urban and rural public culturalservices in Pingyuan has a direct causal relationship with the urban and rural financial distribution system and the lack of cultural carriers expressed by cultural needs.At the same time,the local governments in Pingyuan have not paid enough attention to the construction of rural public cultural services,such as insufficient investment,inadequate management and many other reasons,which makes the phenomenon of urban and rural public cultural services uneven.Finally,this study proposes to strengthen the Pingyuan County equalization of public cultural services in urban and rural areas,in urban and rural development planning,put forward the equalization of public cultural services into the national economic and social development planning and urban planning;the public finance system,reducing the urban and rural public cultural service expenditure gap in infrastructure construction;on the increase of rural public cultural facilities construction;in the organizational structure,the establishment of public cultural service facilities network system covering urban and rural areas;in the management,strengthen the construction of rural public cultural service responsibility to implement and improve the working mechanism;in the personnel,strengthen the ability construction of rural public cultural service management measures.
