Study On Equalization Of Basic Public Cultural Services Between Regions In China

With the rapid development of our country ' s economy and the continuous enrichment of people ' s material life,the demand for spiritual life has gradually increased.The spiritual and cultural life has also received more and more attention from the government.Chinese culture has a long history.How to provide the people with a rich and colorful cultural and material life has become a major problem that the government is currently focusing on.With the orderly advancement of the"Thirteenth Five-Year Plan",the level of basic public cultural services in China has been improved to a certain degree,but the problem of equalization of basic public cultural services has also become increasingly prominent,and the situation of unequal basic public cultural services remains.Existence,inequality between regions,inequalities between urban and rural areas,and inequality among groups are the main manifestations of current unequal basic public cultural services.The state has also successively introduced some laws and regulations,such as the Law on the Protection of Public Cultural Services,etc.to minimize or eliminate the gaps.This paper intends to pass studies on the equalization of basic public cultural services between regions in China and make recommendations,hoping to strengthen it as a service type.The functions of the main government are conducive to the realization of the equalization of the basic public cultural services of the whole society,the improvement of the basic public cultural service level of the people,and the enrichment of the people' s cultural life.This article analyzes the related literature and development history of China's basic public cultural services,and from the current economic background,selects the representative indicators of basic public cultural service equalization,combined with the status data of China's specific basic public cultural services.Explain and analyze,and then explore and analyze the causes of inequality in basic public cultural services:regional economic development is not balanced;local governments pay less attention and input;supervision and evaluation mechanisms are not perfect;local talents have insufficient input;public digital cultural construction is lacking,etc..Finally,reasonable use of coefficient of variation method,Gini coefficient method,Theil index method to measure the analysis of the level of regional basic public cultural services in China.Then the results of the three methods are combined to describe and analyze the level of equalization of basic public cultural services in China.Finally,the empirical results are used to give corresponding policy recommendations for the equalization of basic public cultural services in China:increasing financial investment,increasing transfer payments,and improving the efficiency of fiscal funds;improving performance evaluation mechanisms and monitoring accountability mechanisms;enriching the contents of public cultural services Actively guide the participation of social forces;Accelerate the construction of local facilities system and the construction of public cultural service system;Increase investment in human capital,Strengthen talented personnel to guide inflows,Increase talent training,Improve talent skills and quality;Open the last kilometer of culture,Promote cultural consumption ideas Innovation of ideas.
