Ethical Considerations For Decision-making Processes Of The Nuclear Power Engineering Projects

As a double-edged sword,nuclear power and related projects brings great social harm,at the same time benefits mankind.In general,the feasibility of management and technology,the stability of input-output and the economy of decision-making results are the first prerequisite and important support of engineering decisions.Due to the particularity of social security and ecological risk,nuclear power project should bear the corresponding ethical review and moral evaluation.Starting from the advantages and disadvantages of nuclear power engineering decisions,how to sum up and refine the connotation and characteristics,to analyze ethical dilemmas and its reasons which nuclear power engineering decision facing with,and to suit the remedy to the case,and to propose ways to improve and deal with this kind of ethical problems are extremely important.Therefore,firstly,the concept of ethical decision,decision ethics,nuclear power engineering ethics and other related concepts are summarized in this thesis.In today's international situation maintaining overall peace and stability in development,people pay more attention to peaceful nuclear energy,especially nuclear power development in the process of the potential hazards,safety risk.It is very important to grasp the balance of safety and other factors of the nuclear project decisions properly.Secondly,starting from the basic connotation and characteristics of nuclear power engineering decisions,based on the case of "Fukushima nuclear power plant accident" and "Jiangmen nuclear fuel project",the connotation,extension and characteristics of nuclear power engineering decisions are summed up and refined from the decision-making process.And in the aspects of the decision processes,decision subjects and decision contents,the nuclear power engineering decision-making mechanism is analyzed.According to the characteristics of the nuclear power project and the decision-making process of the inner requirement of ethical considerations,the necessity of nuclear power engineering decision ethical considerations are demonstrated.Thirdly,the advantages and disadvantages of nuclear power projects are reflected from the aspects of economic and social benefits and ecological risks.The ethical dilemmas which the decision making processes face with are mainly from three aspects including the “nuclear technologies”,the “decision makers” and the “outside environment”.After that,the root causes of the dilemmas of decision-making ethics of nuclear power engineering are explore,the crux of the contradictions are dig out,and a theoretical foundation for finding the important way to get out of the dilemmas is studied.Finally,according to the three main dilemmas and its causes,the corresponding ethical principles to deal with and its realization ways are respectively discussed.They principles include the risk prevention principle to deal with the technical of ethical dilemmas,the institutionalization principles of responsibility,value,justice and ecology to deal with the ethical dilemmas of decision makers,the institutional principle to deal with the ethical dilemmas of external environments.The principles are helpful to provide theoretical guidance for solving the ethical dilemma and also to present theory basis for the decision making processes.
