As a faction of Lamaism,Yellow Hat Sect is a branch of Tibetan Buddhism.In the middle and late 16 th century,Yellow Hat Sect,the reformed Lamaism was introduced into the Mongolian region once again and became the main belief of the Mongolian nation.In this context,the policy of advocating and using the Yellow Hat Sect has become one of the crucial policies for the governance of Mongolia in the early Qing Dynasty(including Later Jin Dynasty),and has an important connection with Mongolian-Tibetan frontier management.The first part of this paper analyzes the reasons why Qing Empire advocated and used the Yellow Hat Sect in Mongolia in three aspects.Initially,the reason is the inheritance and development of the religious policy of Ming Dynasty by the rulers of the early Qing Dynasty,and the second is that Yellow Hat Sect provides legitimacy for the Qing Dynasty's rule in Mongolian region;the third is that Yellow Hat Sect has a strategic significance for the stability of Mongolia and Tibet.The second part focuses on the characteristics of the practice of policy of using the Yellow Hat Sect in the early Qing Dynasty in Mongolia.Specifically speaking,the policy of Yellow Hat Sect implemented by the Qing Empire changes with the changing situation in Mongolia;and The Qing government adopts a series of measures to ensure the balance of power;and rulers of the Qing Dynasty value the role of the law.In the end,the article elaborates the influence of the policy of Yellow Hat Sect implemented in the early Qing Dynasty on the governance of Mongolia from both political and social aspects.It affirms its positive significance in stabilizing Mongolian and Tibetan borders and safeguarding national unification.It also explicitly states that its negative influence on restraining the people's thoughts and hindering the economic development of Mongolia.Generally speaking,this article focuses on Yellow Hat Sect policy pursued by the Qing Empire(including Later Jin Dynasty),and discusses the origin of the policy,the characteristics of practice,and the significance of its implementation,in order to explore the intrinsic link between the Yellow Hat Sect policy of Qing Empire and the governance strategy of Mongolian.In this process,we summed up the experience from the political wisdom of the Qing government's frontier governance and religious policy,so as to maintain the stability of the country's development and absorb nutrition.
