Study On Public Cultural Service Issue Of Hua De County

At present,the country is committed to promoting the construction of public cultural services.In this way,we hope to meet the diverse material and cultural needs of the people,improve the cultural quality of the national culture,create conditions for the realization of the common development of the national people,and lay the foundation for building a socialist cultural power.Against this background,this article focuses on the construction of grass roots public cultural service system.It is the fundamental goal of enriching cultural products,improving cultural service level and enhancing cultural literacy,in Huade County as a case study,this paper discusses the problems and difficulties in the construction of public cultural services.According to the investigation,it is found that there are five main problems.The total amount of public cultural services is insufficient;too little investment in money;The enthusiasm of social participation is not strong;The infrastructure is backward;To explore the formation mechanism of these problems,we will further explore its causes.According to the investigation,the author finds that the main reasons are as follows: first,due to the structural contradictions of economic development and the high investment in the construction of public culture,the total supply of public cultural services at the grass-roots level of ourcountry is insufficient,and it is also true that it is difficult to meet the growing demand of culture.This has seriously hindered the construction of the public cultural system in our country;secondly,the communication ability of the mainstream culture is limited and the penetration is not strong.In the case of weak propaganda,the members of the society have not formed a strong participation consciousness,which leads to the lack of active participation in regional cultural activities,often in the mandatory government.Passive participation is required.Thirdly,the mechanism of capital input is single,and social capital is not leveraged by incentive mechanism,resulting in insufficient funds for public cultural services.Forth,inadequate long-term investment and inadequate management lead to backward infrastructure.Fifth,the talent team is not perfect enough,resulting in a weak talent team.In the process of analyzing and studying these problems,this article also uses the new public management theory and other relevant knowledge to learn from the successful experience of the construction of public culture at home and abroad,and hope to solve these problems and overcome the difficulties faced by the construction of grass-roots public culture,and point out that the cultural rights of the people must be guaranteed.On the basis of fully respecting cultural diversity and following generally accepted cultural norms,we should improve and innovate grass-roots public cultural service system.In particular,we should start from the following aspects: First,we should study the cultural needs of the masses deeply and comprehensively to provide an effective basis for the innovation of publiccultural products.At the same time,it also needs to accelerate the development of cultural industry and make it a new local economic growth point,so as to solve the problem of insufficient public cultural services at the grass-roots level.secondly,we should actively adopt the mass media tools such as newspapers and networks to strengthen political affairs.The public culture construction consciousness and the promotion of the cultural communication ability of the mainstream media,so as to guide more social forces to participate in the construction of public cultural service system;third,to pry social capital and broaden the channel of funds to solve the problem of lack of funds and the single source of funds;Fourth,the rational layout of the public cultural infrastructure to ensure that it is practical,thus,not only to effectively avoid the waste of cultural resources,but also to meet the cultural needs of the local people in different regions,to truly ensure that the culture is the fruit of the people and every people,and the fifth,to establish a perfect employing mechanism and absorb more advantages.In order to improve the quality of people's life and promote the construction of spiritual civilization,a high level of cultural management team and a high professional art team are built.It is undeniable that the construction of public cultural services is an important way to solve the major social contradictions in China.but also an inevitable choice to deepen the reform of the national cultural system.It is also a concrete attempt to transform the functions of the government.In the new era,it is necessary for us to improve the public culture service mechanism,improve the cultural service level,innovate the supply of cultural products,and explore a public cultural service system with Chinesecharacteristics which is beneficial to the improvement of the cultural quality of the masses.
