Optimization Of Supply Mechanism Of Public Cultural Services In Shenyang

Public cultural service is an important component of public service and a significant way to promote cultural benefits to the mass and improve targeted poverty alleviation of culture.With the further advance of the supply-side structural reform in the cultural field and the constant acceleration of the pace of economic structural transformation and upgrading,the people have an increasingly strong demand for diversified,multi-layered and multi-faceted public cultural services.The administration of public cultural service faces new situation,new task and new request.In order to effectively make up for the “government failure” and “market failure” in the field of public cultural service supply,to safeguard and improve the cultural livelihood and the cultural rights and interests of the citizens,and to meet the new needs and new expectations of the people for public culture,it is urgent to introduce multiple subjects to participate in the production and supply of public cultural services,to explore and integrate all kinds of social cultural resources,to release the endogenous power and leading power of Shenyang culture,to stimulate the vitality of cultural market and social creativity,to solve the problem of the development of public cultural service,to cultivate the regional advantages and the superiority of cultural development,and to lead the innovation and reform of public cultural service with the new concept of development.The Municipal Party Committee and the Municipal Government of Shenyang have attached great importance to the prosperity of cultural undertakings and the development of cultural industries all the time,vigorously implemented the strategy of “powerful cultural city”,continuously improved the modern public cultural service system,improved the pluralistic-supplied system of public cultural services,actively promoted the integrated development of public culture,science and technology industries and cultural creativity,and encouraged multiple social subjects to participate in the production and supply of public cultural services.Taking the improvement of infrastructure network,enhancing the efficiency of service supply,and promoting the balanced development of culture as the main line,to speed up the transformation of the functions of the service-oriented government,implement in depth the “Art Training Project for Millions of Citizens” and the “Art Sharing Project for Millions of Citizens”,and increase the support of financial,tax,and financial policies to the supply of public cultural services,so as to effectively promote the standardization and equalization of basic public cultural services.Based on the theory of polycentric governance,the new public service and the new public administration and the related policies,this paper systematically explores the development status of the supply mechanism of public cultural service in Shenyang through the questionnaire survey,analyses the problems and causes,designs the optimization scheme of the supply mechanism of public culture service,seeks the construction of perfect service purchasing mechanism,demand expression mechanism,voluntary participation mechanism and comprehensive coordination mechanism,and realizes the multiple composite cycle of each subsystem of public culture service supply system.Then,putting forward the relevant countermeasures and suggestions from four aspects of improving the social environment of the pluralistic supply of public cultural services,widening the information channels of the pluralistic supply of public cultural services,optimizing the pluralistic supply of public cultural services and the resource allocation,and enhancing the sustainable development of the pluralistic supply of public cultural services,in order to continuously enhance the cultural well-being of Shenyang citizens,better protect the basic cultural rights and interests of the people,and provide a strong spiritual power and cultural support for the leaping development of public cultural service construction in Shenyang.
