Research On The Optimization Of Public Cultural Service Supply Of Small Towns In Zhejiang Province

Public cultural services in small towns are an important function of the government and the key to promoting the overall development of urban and rural areas.It is related to the spiritual and cultural life of residents in small towns.At present,although the supply of public cultural services in small towns has achieved obvious results,there is still a big gap compared with the needs of the masses.In this context,it is of great significance to study the supply of public cultural services in small towns in Zhejiang Province.From the perspective of holistic governance theory,this paper adopts the methods of literature research,questionnaire survey and interview,and takes H Town as an example to study the optimization of public cultural service supply in small towns in Zhejiang Province.This paper argues that Zhejiang Province has taken a series of measures in the supply of public cultural services in small towns,with obvious results.However,taking H town as a typical example,it can be found that there are still the following deficiencies:Public cultural service awareness is weak,the total supply of public cultural service is insufficient,the supply and demand of public cultural service is misplaced,the supply efficiency of public cultural service is not high,and the supply quality of public cultural service cannot be guaranteed.The reasons for the above problems mainly lie in the following: not really establishing residents’ demand-oriented,the participation of social forces is not high,imperfect collaborative supply mechanism of public cultural service,and insufficient application of information technology achievements.Based on this,the following measures can be taken to optimize the supply of public cultural services in small towns in Zhejiang Province: First,the concept of citizen demands-oriented and result evaluation should be established.The public cultural service supply is designed based on the needs of small town residents,and the result of public cultural service supply is taken as the measuring stick.Second,promote coordinated participation of all parties.Realize the coordination within the government,promote the coordination between government and society,and form the pattern of dislocation and complementarity between public cultural service units and folk cultural organizations;Third,establish and perfect the system norms of the coordinated supply of public cultural services in small towns.Build an institutional platform for cooperation and participation of all parties based on mutual trust and conscious fulfillment of responsibilities;Fourth,leveraging information technology means.Realize the integration of online and offline public cultural service supply,and establish a convenient public cultural demand feedback response mechanism.
