Discussing the emergency response strategy of soviet authorities to chernobyl accident,this paper tries to reveal the petrification of the Soviet regime,and accordingly it explores the profound impact of the failed emergency response to Soviet society.In the early morning on April 26th,1986,a great accident occurred in Chernobyl Nuclear Power Plant located in Ukraine SSR.Moscow made an emergency response then.May 5th,a resolution on Eliminating the Consequences of the CNPP Accident and Strengthening the Work was accepted by the Politburo of the CPSU Central Committee.This paper argues,that Soviet government did not give a planned response to this accident until then.During this period of emergency response,Moscow took measures to eliminate the immediate consequences of the accident,arrange the evacuation of residents,investigate the cause of the accident and other work.Meanwhile,the propaganda strategy of Moscow on Chernobyl accident has also shifted from a self-imposed isolation to a“tentative openness”.At a late stage of Gorbachev's perestroika,the failed emergency response of Soviet authority to Chernobyl accident was used as a tool by different interest groups,who accused the Soviet Government and CPSU of its failure,which consequently became one of blasting fuses of Soviet collapse.
