Research On The Influence Factors Of Farmers' Demand For Public Cultural Facilities

In 2018,the document “Central No.1” pointed out that “make rural culture prosperity,make a new atmosphere of rural wind civilization”.It is necessary to inherit and develop the excellent traditional culture in rural areas,and strengthen the construction of rural public culture.However,the public cultural service work is in the stage of both opportunities and challenges in our country.With the economic development of our country into a period of steady growth,culture and economy are interpenetrative,integration and coordinated development.The final aim of public cultural service is making more and more people share equal cultural feast and pursuing the spirit of wonderful yearning.What cannot be ignored is,with the acceleration of the process of urban and rural integration,the public cultural service is facing unprecedented pressure,especially the contradiction of public cultural facilities' imbalance between supply and demand.Therefore,on the basis of Maslow's Hierarchy of Human Needs Theory,the New Public Service Theory and the Optimal Supply of Public Goods Theory,the article explores the factors of farmers' requirements from the perspective of farmers' demand for cultural facilities based on the survey data of A area in L city.Then we can give targeted suggestions for rural public facilities supply to provide areas where economic and cultural level is similar to A area with reference.Firstly,by sorting out domestic scholars' literature on China's public cultural facilities research,we summarized the four issues that are commonly found and discussed whether these four aspects also affect the demand for public cultural facilities of farmers in Area A.The problems include farmers' personal characteristics,the awareness of public cultural facilities,the lack of facilities and government and institutional environment.Divide the four aspects into twenty-three variables and describe the relationships between the variables and farmers' requirements.Then we can draw conclusions that some factors affect the reform preliminarily,which include age,degree of education,household income,facilities' aspects,the cognition of cultural facilities,means of expression and supply source.Secondly,analyze potential factors of farmers' demand by Logistic model based on preliminary descriptive statistics.It finds education,age and household income have certain degrees of impacts on farmers' demand.It also can be found that the cognition of cultural facilities and means of expression have the most impacts on demand.The professional staff,the distance of layout,the supply source,use of procedures and managements have general relationships with requirements.In the end,supply source,the cognition of cultural facilities and means of expression have great influences on the supply side in the face of demand.All in all,as the empirical analysis shows based on the data,this paper provided some targeted implications according to research conclusions.In the first place,adhere to principles of people-oriented,overall consideration,respecting local culture and character of times;in the second place,put forward suggestions that improve farmers' awareness and coordinate cultural needs comprehensively in the subject of demand;for the operation mechanism of facilities,the conditions for the use of public cultural facilities should be maintained;and give full play to the role of service oriented government in the subject of supply.
